One of our major clients is seeking a Project Controls Lead to work on a long-term assignment in Spring, TX

Candidate must be willing to travel to Dallas as needed until June!

(Project Controls Engineer / Capital Projects Budget & Outlook Coordinator)

Job Summary:

  • Subject Matter Expert (SME) in Unconventional Oil & Gas (O&G) facilities, construction cost details, and budgeting.
  • Responsible for establishing and implementing annual budget, quarterly outlook, and ad hoc scenario guidance.
  • Provide support and consultation to Execution, perform cost and budgetary analysis, among other functions.
  • Self-starter with excellent communication, organizational skills, team-building know-how, and project execution experience utilizing project controls and budgetary systems.


Job Duties:

  • Develop and continually improve budgeting, financial projections, and capital forecasts.
  • Develop financial models and analyze them to support strategic initiatives.
  • Provide leadership and strategic thinking to projects, including planning, cost estimating, contracting, and tracking.
  • Coordinate Capital Projects Quarterly Outlooks (Q-ly OL) and Annual Budgets with a clear understanding of scope and costs:
  • Collaborate with Project Controls/Cost Engineers, Planners, Supply Chain, and Execution teams to document assumptions and clarifications.
  • Prepare reports and presentations on a weekly, monthly, quarterly, or annual basis as needed.
  • Reconcile Q-ly OL and Annual Budgets with previous periods or versions.
  • Propose options for budget reduction to meet Management targets.
  • Present Q-ly OL, Annual Budgets, or financial reports to Project Teams and Management.
  • Manage capital cost forecasting and AFE creation (PLEX), owning standard configurations and item rates.
  • Analyze the trends of Key Performance Indicators (KPIs) relating to budgets/outlooks versus actuals.
  • Monitor KPIs and identify the cause of unexpected variances.
  • Dive deeply into financial data and become an SME to provide additional insights.
  • Identify and understand business challenges; propose and create solutions.
  • Collaborate with Finance and Accounting to ensure accurate cost allocation, capital expenditure tracking, and compliance with financial reporting requirements.
  • Develop and maintain effective relationships with business partners and cross-functional teams.
  • Contribute to optimization studies, economic evaluations, and internal/external benchmarking assessments.
  • Support Project Controls/Cost Engineers, Supply Chain, and Execution teams in identifying, evaluating, and capturing capital efficiency opportunities, estimating risks, and cost-saving initiatives.
  • Contribute to the Lessons Learned process throughout the project lifecycle.
  • Perform other/additional duties as assigned by Supervisor.


Skills & Qualifications:

  • Education: Bachelor's Degree in Engineering, Business, or a related field required.
  • Experience:10 to 15 years of prior experience in Project Budget/Outlook, Project Cost Controls, Cost Estimation, Reconciliation & Analysis, and technical engineering roles, preferably in the Oil & Gas Industry Unconventional Business (O&G Uncon).
  • At least 3 years in a technical engineering role and 7+ years in Project Budget/OL, Project Cost Controls, Cost Estimation, Reconciliation & Analysis, preferably in O&G Uncon.
  • Experience in Unconventional O&G field execution (facilities, operations), and an understanding of Unconventional facilities-specific scopes such as Tank Battery, Flowline, Well Pad, Well Hookup, Pipelines, Water Disposal, etc.


Skills

  • Excellent communication, leadership, organization, planning, and supervision skills.
  • Solid understanding of project management principles, cost control techniques, and financial analysis.
  • Strong interpersonal and communication skills to interact with various management levels.
  • Superior attention to detail and ability to manage multiple competing priorities while maintaining a big-picture perspective.
  • Ability to manage several projects simultaneously and motivate resources to provide appropriate support.
  • Strong teamwork and leadership skills to bring different groups together.
  • Advanced proficiency in Excel, Word, and PowerPoint.

Software Tools:
  • Cost Engineering Software: PLEX, Oracle Primavera Unifier, P6, or similar cost management tools.
  • Financial Systems and Tools: ERP systems, financial modeling software.
  • Data Visualization Tools: Spotfire, Power BI, or similar platforms (preferred for creating visually compelling and interactive dashboards).
