The Position
The Supervisor is responsible for supervising Wastewater Collection and Storm Drain operations.
Examples of Important & Essential Duties (included but not limited to)
The ideal candidate will have Knowledge of: supervisory principles; operational services and characteristics of assigned area of responsibility; principles, theories, and standard operating procedures in assigned area of responsibility; applicable Federal, State, and Local laws, rules, regulations, and codes; risk management principles; report writing techniques; budgeting principles and practices; public relations principles and techniques; contract development and administration techniques; purchasing principles; project management techniques; occupational hazards, standards, and safety practices.
The ideal candidate will have skill in: monitoring and evaluating employees; prioritizing and assigning work; using computers and related software applications; developing and administering budgets; analyzing problems, identifying solutions, projecting consequences of proposed actions, and implementing recommendations and goals; monitoring contracts; managing projects; coordinating the development and management of programs related to assigned area of responsibility; composing reports and written documents; providing customer service; training employees on work methods; assisting in the development and implementation of policies and procedures; coordinating activities with other divisions and/or contractors; communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
Minimum Qualifications
High School Diploma, or General Equivalency Diploma (G.E.D.), plus specialized education and three years experience at the Utility and Maintenance Field Supervisor level, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Sick Leave

- Supervises employees to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and making hiring, termination and disciplinary recommendations.
- Supervises the day-to-day operations of assigned area of responsibility; monitors and evaluates the efficiency and effectiveness of services and maintenance activities; prepares master schedules for program activities.
- Recommends and assists in the implementation of goals and objectives; implements policies and procedures; supervises, administers, and enforces compliance with applicable regulatory and mandatory programs, such as National Pollutant Discharge Elimination System (NPDES), Occupational Safety & Health Administration (OSHA), confined space and Division of Occupational Health & Safety (DOHS).
- Coordinates assigned services and activities with other City departments and outside agencies; conducts inspections and monitors conformance with contract requirements, specifications, and codes within specified guidelines.
- Purchases supplies and processes invoices; monitors, verifies, and approves invoices for contracted work; obtains and coordinates external bids for services.
- Develops, administers, and monitors assigned programs and service contracts. Participates in the administration of preventive maintenance, in-service training, and safety programs; develops safety programs that meet Federal and State standards and ensures compliance with safety procedures.
- Prepares and presents reports and other related correspondence related to assigned area of responsibility; maintains records of work activities.
- Investigates, responds to, and resolves inquiries and complaints related to assigned area of responsibility.
- Participates in the preparation and administration of assigned budgets; submits budget recommendations.
- Manages special projects as assigned.
- Represents the City or Water District in a variety of projects and serves as a liaison with other departments and outside agencies.
- Assists developing and implementing departmental goals and objectives; including researching, analyzing, and recommending policy or program changes. Assists in preparing recommendations for Council consideration.
- Participates in and/or leads a variety of meetings.
- Troubleshoots complex problems related to assigned area of responsibility.
- Performs other duties of a similar nature or level.
