MAJOR FUNCTIONS
This position functions under the general guidance and leadership of the Director of Public Works. This is a leadership, management and supervisory position responsible for complex and specialized construction, maintenance, repair and operational work performed by the Underground Utilities Department. The Assistant Superintendent performs supervisory work in planning, coordinating and directing the construction, maintenance and repair of municipal water distribution and wastewater collection systems. Applying knowledge of the City's water distribution and wastewater collection system in planning, developing and implementing various construction and maintenance projects is necessary. This includes supervising the daily work including construction, maintenance, repair and operation of multiple areas within the City utilities structure and system. Support of other leaders in the development and logistics as it relates to Underground Utilities is a key role in this position.
This is an emergency essential position that requires performance of emergency duties and actions to prepare, repair, and recover the City before, during, and after any adverse storm events (hurricane, tornado, tropical storm, winter storm, ice storm, etc.) or other conditions (natural or manmade).

- Plans, organizes, directs and inspects the work of team members assigned to the Underground Utilities Division.
- Assists in developing and implementing long and short-term plans, operating policies and procedures to ensure cost efficient and effective operations that comply with applicable Federal, State and local laws, rules and regulations.
- Ensures achievement of goals, objectives, work plans and schedules approved by leadership.
- Investigates inquiries, complaints, concerns and service requests.
- Coordinates and cooperates in the successful and efficient completion of fieldwork for the Underground Utilities Division with other City Departments.
- Investigates complaints and abnormalities from customers regarding water and wastewater service.
- Investigates or refers complaints to appropriate division and ensures compliance with instructions and directives.
- Provides strong, professional and courteous leadership to the Underground Utilities team.
- Ensures OSHA standards for health and safety are enacted and upheld in all workplaces and department facilities to safeguard team members.
- Assists in building schedules and provides job assignments to team members, including crews of varying sizes and skills.
- Maintains active list of Safety Data Sheets (SDS) to safeguard occupational health and protect team members.
- Trains, ensures and coordinates maintenance and repair of equipment inventory, including routine maintenance.
- Tracks equipment maintenance, repairs and inventory.
- Communicates and coordinates work in conjunction with other departments in a cooperative and team focused approach.
- Mentors and trains team members to be successful in their careers.
- Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
- Thorough knowledge of materials, equipment, technology, methods, standards, construction and maintenance for water distribution and wastewater collection systems.
- Thorough knowledge of administrative procedures and reporting requirements of applicable Federal, State and local regulatory agencies.
- Knowledge of City water and sewer systems, including locations of lines, laterals, sizes of mains, hydrants, valves, manholes, etc.
- Strong ability to utilize and teach others how to safely utilize basic and specialty hand tools.
- Knowledge of machinery, pumps and equipment relative to water purification.
- Knowledge of occupational hazards and safety precautions of work.
- Functional knowledge of the use and application of Geographic Information Systems (GIS) and Global Positioning Systems (GPS) as applicable to water distribution and wastewater transmission utility system operations.
- Ability to read and interpret plans, blueprints, maps and specifications for materials and techniques used to maintain and rehabilitate wastewater transmission and water distribution systems.
- Ability to supervise and direct the activities of team members in an effective, efficient, cohesive and respectful manner.
- Ability to establish and maintain effective, cooperative, team-focused and professional working relationships with other team members, leaders, City departments, and the general public.
- Ability to effectively communicate orally and in writing with leaders, team members, and the general public.

MINIMUM QUALIFICATIONS
- Graduation from high school or possession of an acceptable equivalency diploma.
- One (1) year supervisory experience in the construction, maintenance and repair of water distribution and wastewater transmission systems.
- Must possess and maintain a valid Florida driver's license.
- Possess and maintain a valid Water Distribution System Operator Level III license in accordance with the Florida Department of Environmental Protection (potential ability to obtain the license within one year).
