The Manager, Distributed Generation Resources is responsible for managing the analysis of regulatory frameworks and work with leadership to establish LUMA's strategy and position on a topic and work with regulators to develop standards and requirements. Additionally, this position will be responsible for engaging stakeholders across the LUMA's organization to develop applicable and associated responses and for actively providing status updates to the Regulator, internally within LUMA and to stakeholders. This position will be responsible for motivating, training and improving the work performance of the assigned employees. The position may require occasional irregular hours.

Job Description:
ESSENTIAL JOB SKILLS/DUTIES:
- Manages a team that coordinates and oversees the completion of critical regulatory documents, to ensure compliance with requirements set forth by the Energy Bureau (PREB) and other governmental bodies on behalf of LUMA Energy.
- Reviews, analyzes, and approves adequacy of regulatory filings related to key initiatives including, but not limited to, utility scale renewables, distribution planning, interconnection regulations, distributed generation interconnection, microgrids, battery programs, and net energy metering
- Provides ongoing regulatory support and subject matter expertise to all departments within the organization and work collaboratively with Customer Experience and Operational teams to ensure best efforts to comply with regulatory agencies' submission deadlines and to provide sufficient support.
- Responsible for timely, complete, and appropriate regulatory policy correspondence, typically in writing, with regulatory agencies.
- Monitors electric regulatory law, policy issues, and legislative initiatives, participating in developing LUMA's regulatory strategy, and identifying trends and potential business impacts.
- Collaborates professionally with leadership and stakeholders to align deliverables with strategic goals and ensure effective communication throughout the lifecycle of deliverables.
- Executes responsibilities effectively while identifying opportunities for role and processes improvements and take the initiative to implement enhancements.
- Participates in relevant agency consultations and prepare responses to and review correspondence from Puerto Rico's regulatory agencies.
- Collaborates with internal and external legal counsel regarding participation in regulatory filings, proceedings, comments, and responses.
- Implements regulatory strategies and development of processes and procedures to improve regulatory filing efficiencies.
- Monitors employees' performance to ensure their development and productivity within a safety environment.
- Follows all policies and procedures.
- Performs other duties as assigned.
- Performs major storm restoration work and associated drills as assigned.

EDUCATION/EXPERIENCE/SKILLS:
Required Education and Experience
- Bachelor's in Math, Engineering, Economics, Business Administration, or related field from an accredited university. Master's degree related to Statistics, Engineering, Economics or Finance is preferred.
- 7 years related work experience in detailed, multi-variable analytical role or an equivalent combination of education and experience in the areas of project management, financial analysis, electric utility preferred.
- 2 years of increasingly responsible supervisory experience.
- A good understanding of the electric utility model, or other heavily regulated industries, previous experience working at a T&D utility is an asset.
- Demonstrated knowledge and understanding of regulatory principles, statistical analyses, and data analyses.
- Strong team and project management skills including timely feedback, coaching and collaborative problem solving, ability to manage multiple work streams and individuals on an ongoing basis.
- Superior analytical and critical thinking skills with the ability to see the big picture and interpret and assess the short- and long-term impacts of actions and strategies.
- Strong interpersonal, organizational and management skills
- Ability to influence and communicate effectively with senior company personnel, external consultants, legal counsel, regulatory agency staff and industry stakeholders.
- Ability to effectively prioritize workloads, meet deadlines and resolve conflicting priorities.
- Proficient skills in the use of computer applications (MS Office, Excel, Word, PowerPoint)
- Experience with programs such as Microsoft Project or other project planning software is an asset
- Strong English communication skills (both oral and written).
- Ability to effectively communicate with all levels of employees through various means such as email, phone, video conferencing, and in-person.
- Strong ability to develop and deliver effective presentations and facilitate meetings as related to strategy, training, and collaborating with various stakeholders.
- Bilingual, English and Spanish is required.
