Under direction of the Water/Wastewater Superintendent, performs and assigns tasks related to water and wastewater treatment maintenance and preventative maintenance for the City of Bastrop water and wastewater treatment facilities. The employee in this class may hold certifications in both water and wastewater treatment operations but is primarily responsible for monitoring and planning the work of subordinate operations maintenance personnel. Position provides support to other departmental efforts in the collection, distribution and treatment of water and wastewater. Performs related work as directed.

- Works collaboratively with Water and Wastewater Department supervisors to ensure optimal utilization of employees and available resources.
- Plans, organizes, assigns, and supervises the work of assigned personnel.
- Responsible for the development and implementation of equipment preventative maintenance program.
- Responsible for the operation and maintenance of the sewage lift stations for the City.
- Assists with the preparation of bid specifications and obtain quotes for maintenance projects and equipment.
- Reads and interprets blueprints, diagrams, charts, maintenance manuals, and specifications.
- Maintains and diagnoses system problems involving electrical control systems.
- Cleans, maintains, calibrates, and/or operates various treatment plant systems and components, i.e., blowers, motors, pumps, tanks.
- Prepares and writes various reports concerning maintenance activities, and transfers, compiles, and reviews data in the department computer system(s).
- Reviews, analyzes, submits, and maintains records of regulatory reporting documentation and statistics.
- Provides advisement and recommendation to the Water/Wastewater Superintendent regarding equipment performance, budgetary issues, and large-scale maintenance and project needs.
- Supervises personnel engaged in conducting maintenance operations of water and wastewater treatment facilities.
Other Duties
- Regular and consistent attendance for the assigned work hours is essential.
- Provides assistance in various other areas as needed, i.e., Capital Improvements, customer service, and assists other departments as directed.
- Operates equipment and performs relief duties at the City's treatment facilities as needed.
- Provides support/assistance in repair of water leaks, installation of water services, and related distribution projects.
- Provides support/assistance in repair of wastewater lines and manholes, installation of wastewater services, and related collection system projects.
- Performs other duties as assigned.
Must be able to work holidays, weekends, or after hours for special events, meetings or during emergency situations as required.
Minimum Qualifications
Education, Training and Licenses/Certifications:
- High School diploma or GED equivalent.
- Five years progressively responsible experience in the field, to include proficiency in operation and control of aeration treatment methods and groundwater treatment/production; or an equivalent combination of education, training and experience.
- A valid Texas Driver's License with an acceptable driving record to be maintained throughout employment.
- Texas Commission on Environmental Quality Class "C" Ground Water Treatment Operator license or Class "C" Wastewater Treatment license preferred, but not required.
- Required to complete all Emergency Management Incident Command Trainings.
Required Knowledge, Skills, & Abilities:
- Thorough knowledge of safety precautions, and occupational hazards associated with water and wastewater treatment facility operations.
- Thorough knowledge of supervision, operation, and control of aeration treatment and groundwater productions methods.
- Thorough knowledge of calibration and maintenance needs required to effectively support moderately sized water and wastewater treatment facilities.
- Considerable knowledge of record and report maintenance principles and practices.
- Considerable knowledge of all facets of water and wastewater treatment, distribution, and collections operations.
- Considerable knowledge of distribution/collection systems construction and maintenance.
- Considerable knowledge of water and sewer line plumbing principles and construction techniques.
- Skills in the use and application of computer software packages including Microsoft Suite (word processing, Excel spreadsheets), database and computerized maintenance management systems.
- Ability to read and interpret blueprints, diagrams, charts, maintenance manuals, and engineering specifications.
- Ability to communicate effectively and professionally in both oral and written communications.
- Ability to identify operational deficiencies and perform maintenance and calibration on plant instrumentation and related components and systems.
- Ability to add, subtract, multiply, and divide; utilize algebraic and geometric principles.
- Ability to develop and maintain effective relationships with supervisors, fellow personnel, other departments with whom position interacts, and the public.
Physical Demands and Working Environment:
- Must be able to lift and carry up to 20 pounds and to pull, push, or drag up to 50 and occasionally 100 pounds of materials and supplies.
- Position requires walking, standing, bending and sitting for extended periods of time.
- Must be able to use their eyes, ears, hands, and fingers to perform assigned duties and responsibilities.
- Requires the ability to work outdoors in extreme temperatures including heat, cold, and inclement weather.
- Requires the ability to work in adverse environmental conditions including exposure to dust, dirt, fumes, strong or toxic chemicals.
- Some tasks may risk exposure to elements that can cause illness (e.g., pathogenic substances, viruses, parasites).
