The Emergency Response Specialist provides on-shift leadership and resources for emergency response/planning, safety, occupational health, and security. This position reports to the Emergency Response and Security Team Leader. This position works rotating shifts - 12 hour - on a predetermined schedule.

Responsibilities May Include:
  • Provide necessary on-shift emergency response coverage (tactical leadership, firefighter/fire apparatus operator, paramedic, hazmat specialist, rescue technician, etc.)
  • Document incident response operations (incident reports, Post Incident Analysis reports, etc.)
  • Coordinate on-shift occupational medicine / first aid care and drug testing program for Phillips 66 and contract employees
  • Coordinate on-shift emergency response and security operations and communications
  • Coordinate/audit the on-shift contract ERS staff (Superior Industrial Fire, Total Safety and GardaWorld Security)
  • Serve as On-shift safety and environmental resource
  • Conduct industrial hygiene / air monitoring operations
  • Serve as competent person in key health, safety and environmental areas
  • Serve as on-shift Alternate Facility Security Officer
  • Serve as on-shift UAS/Drone pilot
  • Serve as a competent person in fire detection, fire suppression and evacuation alarm system
  • Assist in development and delivery of emergency response team and security training
  • Assist in development and delivery of emergency response and security drills and exercises
  • Develop, deliver and/or or coordinate delivery of general employee emergency response and security training classes
  • Support the employee respiratory fit testing program
  • Coordinate apparatus and portable equipment maintenance, repairs and testing program
  • Develop and maintain inspection, maintenance and testing documentation for apparatus and portable equipment
  • Coordinate fixed fire protection maintenance, repair and testing program
  • Develop fixed fire protection system summaries and activation guidelines
  • Serve as firewater system subject matter expert
  • Schedule and coordinate contract maintenance, testing and inspection services for the firewater system
  • Conduct fire prevention audits for process areas, tank farms, buildings, etc.
  • Conduct safety audits and inspections
  • Develop and update pre-plans for process units, storage tanks, buildings, confined space, etc.
  • Develop and update area emergency action/evacuation plans
  • Develop and update master refinery emergency response/security maps
  • Maintain master listing of buildings and assigned numbering system
  • Assist in the development of emergency response and security standard operating guidelines, plans and reference documents
  • Interpret and assist in gaining compliance with applicable refinery and corporate fire protection and safety procedures and recognized best practices (NFPA standards, etc.)
  • Attend both on-site and off-site emergency response, security, health and safety and environmental training

Required Qualifications:
  • Legally authorized to work in the job posting country
  • High school diploma or GED equivalent
  • Valid driver's license
  • EMT- Paramedic Certification
  • 3 or more years of experience in an emergency response/safety related position

  • Must be willing and able, with or without reasonable accommodation, to comply with the following:
    • Travel up to 5% of the time
    • Transport articles up to 50 pounds
    • Work safely near large, hot, high-speed machines
    • Climb ladders and stairs up to 200 feet in height
    • Work around chemicals, including acids and bases
    • Work around hydrocarbons under high pressure and heat
    • Work outside in harsh weather conditions.
    • Work in confined spaces and at heights up to 200 feet
    • Work various schedules including a 12-hour rotating shift, which includes weekends and holidays. (Employees generally work 48 hours one week, 36 hours the next, rotating between days and nights.)
    • Occasional on-call duties
    • Ability to pass ER/fire brigade physicals and maintain medical qualification
    • Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)
    • Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)

Preferred Qualifications:
  • Basic Firefighter or NFPA 1081 Fire Brigade certification
  • Hazardous Materials Technician or Specialist certification
  • High Angle and/or Confined Space Rescue Technician certification
  • Fire Service / Emergency Service Instructor / NFPA 1041 certification
  • Five years of direct experience in refining and/or chemical industry
  • Bachelor's degree in fire protection, safety or related field
  • Computer proficient with Excel, Word, PowerPoint, SAP
  • Strong interpersonal and communication skills, ability to interact with multiple layers of organizations and agencies
  • Leadership ability
  • Knowledge of and experience in safety, occupation health and fire protection

The Wood River Refinery is located in Roxana, Illinois, about 15 miles northeast of St. Louis, Missouri, at the confluence of the Mississippi and Missouri rivers. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking, hydrodesulfurization and delayed coking units. The refinery processes a mixture of light, low-sulfur; heavy, high sulfur; and high-acid crude oil. The crude supply is sourced domestically or from Canada. Wood River produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, asphalt and petroleum coke. Refined products are distributed to customers by pipeline, rail car, barge and truck and are shipped to markets throughout the Midcontinent region.

The base pay range for this role is $103,500 - $137,600 depending on a candidate's relevant work experience and education.
