GENERAL SUMMARY

Salary: $26.44/hr.

To lead, oversee and participate in the work of an assigned crew responsible for providing maintenance services for water distribution and wastewater collection systems; and to perform a variety of technical tasks relative to assigned areas of responsibility.

SUPERVISION

General supervision is provided by the Utility Supervisor.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Lead, plan, train and review the work of an assigned crew responsible for providing maintenance services for water distribution and wastewater collection systems.
  2. Plan, direct and participate in the maintenance of water distribution and wastewater collection systems.
  3. Supervise the use of and operate various equipment including a truck, jet truck, dump truck, backhoe/loader, fire hydrant seating equipment, boring equipment, shoring materials, trash pumps and hand tools; perform general maintenance duties including refueling, changing oil and lubricating parts on vehicles; make minor adjustments as necessary.
  4. Train assigned employees in their areas of work in water distribution and wastewater collection systems maintenance methods and techniques and in the assembling and use of equipment.
  5. Perform the full range of duties in the assigned area of work.
  6. Inspect water distribution mains and lines for needed maintenance and repairs; lead and participate in the repair of water mains and lines; install clamps, pipe or fittings; make proper tie-in.
  7. Participate in the reconnection of meter services; take meter readings as appropriate
  8. Lead and participate in the installation, replacement and repair of sewer mains and lines; participate in the clearing and replacing of taps; oversee the cleaning of sanitary sewer mains; oversee the installation and repair of manholes.
  9. Locate sewer or water mains and lines by utilizing probes; dig up sewer lines as necessary; unstop sewer lines with the use of rotor rooter and high pressure equipment; locate utility lines using probes and by hand-digging as necessary.
  10. Lead and participate in infiltration control of sewer utility lines.
  11. Work with outside contractors as required.
  12. Repair and pour concrete and asphalt surfaces in areas of water and wastewater pipe construction activities.
  13. May handle and transport hazardous materials as assigned.
  14. Remain on-call to respond to emergency situations for repair of water distribution and wastewater collection systems or other related problems.
  15. Ensure the safety of assigned crew members and the surrounding public.
  16. Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
  17. Responsible for keeping equipment cleaned and stocked.

MINIMUM JOB REQUIREMENTS

EDUCATION

High School Diploma or GED.

EXPERIENCE

One year of experience in water distribution or wastewater collection systems, including six months backhoe experience.

OR

Completed 40 hours of TCEQ approved class work towards a state certification and six months experience in water distribution or wastewater collection systems, including six months of backhoe experience.

LICENSES AND CERTIFICATIONS

Possession of a valid driver's license.

Possession of a valid Class A Texas driver's license or obtain a Class A commercial driver's license within 90 days of employment. Failure to obtain a Class A driver's license within 90 days of employment will result in non-disciplinary termination.

Water - obtain Class "C" Distribution certification from Texas Commission on Environmental Quality within 1 year following successfully completion of probationary period, if hired after January 1, 2003.

Wastewater - obtain Class "II' Wastewater certification from Texas Commission on Environmental Quality within 1 year following successfully completion of probationary period, if hired after January 1, 2003.

Failure to obtain certification will result in non-disciplinary termination.

WORK SCHEDULE

Mon-Fri 7AM to 3:30PM, with rotating on call and some overtime as needed.

Full Time Employees:

The City is self-insured and offers a choice of four medical plans: HSA, High Deductible, HMO, PPO, and EPO Medical Plans through Blue Cross Blue Shield of Texas. Employee medical coverage goes into effect the first day of the month following 30 days of employment. Coverage is available to all full-time employees at group rates. Employees enrolled in the City's self-insured medical plan also have access to the Mesquite Employee Health Center (MEHC) clinic and pharmacy.

The City offers three dental plan options: a managed plan (DHMO), an indemnity plan (DPPO), an enhanced indemnity plan (DPPO Enhanced). Coverage is available to all full-time employees at group rates.

The City offers free Vision Insurance to all employees. Dependents can be added for an additional fee.

Basic Group Life Insurance protection is provided to eligible full-time employees in the amount of two times the annual salary as recorded at the beginning of each year. The following voluntary benefits are available to full-time employees: Supplemental Life, AD&D Insurance, Cancer Insurance and Long-Term Disability

Texas Municipal Retirement System (TMRS): All employees appointed to positions designated to work 1,000 hours or more per year must participate in the TMRS. TMRS is a qualified tax-deferred retirement plan under Section 401 of the IRS. Seven (7) percent of gross earnings are deducted each payroll as a pre-tax deduction and deposited into the member account. When an employee becomes vested and retires, the City provides 2-to-1 matching contributions.

Other benefits include Social Security, Tax Saver Program (Section 125 Flexible Spending Account), Deferred Compensation Plans, Direct Deposit, Paid Holidays, Paid Vacation, Sick Leave and Personal Leave.
