How will you contribute to the team?

Under the direction of a Project Manager, a Sr. Agent may carry out a full range of professional right-of-way functions and duties, including but not limited to:
  • Negotiate property acquisitions involving businesses, non-monetary benefits.
  • Prepare and/or review Administrative Settlements, recommend approval of settlements.
  • Provide relocation advisory services to displaced families and businesses, performs relocation planning activities, develop project relocation plans, generate relocation housing payments, prepare and/or review relocation claim packages, and works with public agencies to address the needs of displaced individuals or businesses.
  • Provides project analysis and support in preparing right of way cost estimates for client projects.
  • Support clients and/or projects with various property management functions (leasing, licensing, disposals).
  • Interprets, communicates, and implements right-of-way policies and procedures.
  • Prepare ROW delivery schedules and provides other technical assistance to clients in the functional elements of right-of-way programs.
  • Consult with planning, design, project management, surveying and environmental personnel to identify and resolve right-of-way impacts.
  • Participates in the preparation of project proposals and in project presentations.
  • Performs other duties as the supervisor may assign.
  • Meet with the client, consultants, attorneys, property owners and governmental agency staff.


Complexity: Involves the review, coordination and management of various right-of-way activities and the negotiation of issues, which may at times be complex and controversial, between consultant and client. Tasks often require the use of analysis, interpretation, and deductive reasoning.

Decision-Making: Consistently exercises independent judgment, providing analytical review of multiple issues and recommendations on problem resolution.

Work direction given to others: Coordinates with, guides and/or reviews the work of junior professionals, technicians, and others who assist in specific assignments.

Internal contacts: Interfaces with senior technical professionals and technical managers.

External contacts: Frequently meets with the client, consultants, attorneys, property owners and governmental agency staff.

Qualifications and Experience
  • Bachelor's degree in Real Estate, Business Administration, or related field; and four years of professional experience in related areas.
  • In lieu of a degree, candidates should have no less than 5 years of professional experience in related areas.
  • Applicants must possess a Real Estate Agent License in the state of Utah.
  • RWP, RW/NAC, RW/URAC, or SR/WA designation with the International Right of Way Association (IRWA) is strongly preferred.
  • Candidates must have a working knowledge of applicable state and federal laws (i.e. Federal Uniform Relocation Act, Utah State Code Section 57-12, Code of Federal Regulations sections 49 CFR Part 24 and 23 CFR Part 710), and experience in implementing said regulations when acquiring property.
  • Must have valid driver's license and a driving record that meets company policy. If travel is required and no company vehicle is available, the use of a personal vehicle may be required. The vehicle must be in good working order and insured.
  • Strong communication skills, good report writing skills, ability to analyze data and negotiate effectively.
  • Management and public speaking skills desired.
  • Ability to visit properties and government agency offices.
