Mission:
- Ensure management of commercial bids in order to optimize success in contracts awarding and maximising Saipem commercial results
Tasks:
- Develop the Proposal Plan
- Organise and hold the bid kick-off meeting
- Define the bid cost structure, with the support of the Estimator
- Manage the interfaces with Partners and Client
- Ensure definition of the scope of workof each party involved in the bid
- Analyse Contract requirements and conditions
- Ensure definition of the cost estimates developed by the Estimator
- Approve the cost estimate of internally performed activities developed by theEstimator and based on the evaluations made by the other technical/procurement departments (engineering, procurement, assets management)
- Approve the preliminary project cash flow developed by the Estimator
- Ensure the definition of project organisation, overall project schedule, overall execution plan, overall resource plan
- Ensure the integration of proposal packages prepared by the individual Operating Companies and Proposal Partners (if any) and reconcile possible discrepancies (for Onshore Project)
- Ensure the preparation of Cost Closure Reports
- Ensure the submittal of the Proposal to the Client
- Manage the post-bid clarification phase with the Client
- Lead, if so delegated, negotiations with clients to reach an agreement on the outstanding pricing, commercial, contractual and technical aspects of the Proposal and in the formalisation of contracts
- Prepare the Proposal Close-out Report
- Prepare the Project Architecture
- Ensure that Risks Analysis is correctly applied, guaranteeing through ROBS (Risks and Opportunity Breakdown Structure) the definition of the risk register through the Risks and Opportunity methodology application
- Always be compliant, follow procedures, processes.
- Must have good knowledge of entire life cycle of the offshore Oil and Gas Industry with excellent specific knowledge about the EPCIC business sector (Clients, competitors, major subcontractors, suppliers etc) in the APAC region.
- Have excellent understanding over Contractual, Commercial Terms and Conditions.
- Negotiate with Customers on Technical, Commercial & Contractual terms / matters.
- Ability to work under pressure and meet deadlines. Prepared to work longer working hours, including weekends.
- Assist market Company’s services to existing and potential clients.
- Lead, develop pre and post bid meetings internal and with customers, as required.
- Provide area specific forecasts and report Tender status.
- Assist in developing and implementation of sales & marketing strategy for the Company.
- Ability to think strategically and assist in planning and implementation of business plan, especially in managing the activities for achieving the revenue-target of Company.
- Maintain tendering department data and generate monthly, quarterly and yearly analysis and report.
- Assist Commercial team in preparation of the Market survey, Pre Qualification responses.
- Ability to work on various systems- internal, partners and customers.
- Develop Tendering strategy papers for new prospects and new tenders. Early-on work with SCM and secure sourcing strategic partners for high-impact packages, in order to minimize risks and maximize the winning chances.
- Clear understanding of work scope, communicate internally with various departments to formulate best compliant and cost-effective solution for the customer & best estimation with respect to execution of project.
- Identify, learn, understand and evaluate customer requirements for bid purposes- Bid Deliverables.
- Coordinate bid inputs from all organizational departments. Work closely with the Corporate Management and with the peer group in other functions to have a seamless operation.
- Coordinate with subcontractors to receive input on pricing on labor, materials and other costs.
- Ensure that clarifications are raised well in time to get better clarity on bid submission. Also, coordinate & follow-up to ensuring post bid clarifications are addressed.
- Work with the Estimating team duly complying with Company guidelines. Review, provide feedback and evaluate performance of Estimators and Sr. Estimators.
- Monitor and ensure bid format meet clients standards.
- Perform as liaison for Project Management when tender is awarded and becomes job.
- Study, analyze and evaluate tender documents from a technical point of view in order to identify risk factors, ensuring that technical terms comply with the relevant standards for the overall risk assessment and bid decision.
- Review and finalizes project cost estimates as prepared by the Estimators and Sr. Estimators in terms of the required material as per bill of quantities, amount of work, material/ equipment/ and manpower requirements, vessel schedules etc during the tendering phase.
- Liaise with the Procurement department to negotiate with approved vendors / suppliers and subcontractors for various supplies / material as per project (pre/post tender).
- Provide all the necessary project clarifications/ information upon project award to the Project Manager as per the project budget; advise the Project Manager on contractual rights, remedies which has been taken into consideration during tendering.
- Generate weekly tender status reports highlighting progress on concerned tenders.
- Prepare and generates monthly progress reports highlighting tender wins/ losses (indicating reasons) for review and verification of management.
- Coordinate with estimating & planning engineers to resolve design/system conflicts as well as coordinates overall scope of work during proposal phase.
- Review final estimate packages for accuracy, completeness and free from error prior to submit for review and approval. This will include when requested to carry out peer review of estimates and solutioning.
Requirements:
- Minimum of degree in engineering
- 15 years offshore techno-commercial experiences in EPCIC business, 5 years as Proposal Manager
- Skills Strong interpersonal and communication skills, deep understanding of Offshore EPCIC Business, very good commercial knowledge
- Knowledge Cost / costing, Operational, PMT : of decent levels associated with major offshore EPCIC, Fabrication, T&I, HUC projects
- Very good commands in English language verbal and written skill sets
- Personality Reasonably disciplined, balanced individual, maintain confidentiality, pleasant personality
- Thorough understanding of the functionality of a business model of a large / multinationalborganization covering all functions
- Industry Knowledge : Understand the risk-reward patterns of the Offshore Engineering and Construction industry
- Familiarity with training and skilling initiatives, employee safe work practices, procedural document creation, training delivery process
- Consulting skill sets, wide variety of work experience
- Resourceful, analytical, strong leadership qualities, strategic thinker, expert, negotiator, intuitive marketing ability
