SUMMARY
The City of Amarillo is seeking exceptionally organized, enthusiastic, and skilled leaders for the position of Program Manager - Water Utilities in support of administrative oversight of assigned division wide conservation programs and functions. This person will support teamwork through exceptional communication with organizational leadership by performing effective management of continuously monitoring new or amended state and federal regulations, policies and legislative issues regarding the water and wastewater industry. This person will support the community by providing publicly accessible reports such as the annual Consumer Confidence Report and other reports required by the Texas Water Development Board and other regional partners. This person will support public health by overseeing the quality control functions of our current and future TNI (formerly NELAC) Accredited Laboratory operations related to data reporting and program management. This position will be required to work shifts including evenings, weekends, or holidays as necessary by the department.
ESSENTIAL RESPONSIBILITIES
MINIMUM REQUIREMENTS
Requires a Bachelor's Degree in Business, Environmental Science, Public Administration or related field, or able to obtain within (4) years and a minimum of four years of documented work history involving progressively responsible positions related to: environmental management and administration, environmental compliance, public sector administration responsibilities, water policy (federal, state and local). A combination of experience and education may be considered. Negotiating skills and additional experience regarding Texas legislative process, interim studies and legislative oversight is preferred. Valid Texas Driver's License required.

ESSENTIAL RESPONSIBILITIES
- Program Management
- Maintain a working knowledge of regulations that are pertinent to the operation of a water and wastewater utility operation, including but not limited to Safe Drinking Water Act (SDWA), Texas Water Code, National Pollutant Discharge Elimination System (NPDES), Texas Administrative Code Title 30, and local municipal ordinances
- Updates the pertinent leaders of the Water Utilities Division on any new or amended state or federal regulations, policies and legislative issues affecting the water and wastewater industry
- Coordinate and operate utility service conservation efforts including division wide support and communication of updates to the City of Amarillo Water Conservation and Drought Contingency Plan with preparation and submittal of annual conservation status reports to Utility management and act as a committee chair in these matters
- The Program Manager will be responsible for coordination of water education and conservation programs and work with external departments to develop community outreach and educational efforts
- Administrative Function
- Performs routine data entry into platforms such as TCEQ STEERS and EPA CDX for all Water Utilities Division permits including but not limited to MOR, DMR, and MS4 permits
- Prepares periodic and annual operational and compliance reports for the Water Utilities Division
- Performs peer review of annual operational and compliance reports for permitted programs withing the Water Utilities Division
- Oversee and administer the Cross Connection and Backflow Prevention Assembly Programs
- Assists in annual Hazardous Communications (HAZCOM) training for Water Utilities Division
- Serves as the central point of contact for local Groundwater Conservation Districts
- Accreditation
- Oversees the daily operation of QA/QC personnel in the development of future accreditation efforts of currently non-accredited parameters.
- Acts as the primary Webpage Manager for the Division for the external City of Amarillo website
- Performs other job-related duties and assists the Director of Utilities Office as assigned

- Knowledge of public sector administration responsibilities.
- Familiarity of water resource law, water policy (federal, state and local), familiar with Texas Water Code (chapter 36). Familiar with Texas Administrative Code Title 30
- Public speaking abilities
- Must have effective oral and written communication skills.
- Strong computer skills: Word, Excel, webpage design etc.
- Strong verbal and written communication skill.
- Ability to use small office equipment, including copy machines or multi-line telephone systems.
- Ability to use highly technical computer applications, such as GIS or CAD.
