Job Title: State Geologist/Director, Utah Geological Survey
Job Description:This is an executive level job which exercises considerable discretion and judgment in service as the State Geologist and providing direction and leadership to Utah Geological Survey (UGS) programs statewide. The individual in this job reports to the Executive Director and Deputy Director of the Department of Natural Resources. The Director is a public advocate and represents UGS policies; facilitates scientific exchanges between UGS and its counterparts on the state and federal levels, thereby exerting a direct and substantial effect on the public relations of state government at state and federal levels, and on the standards of geological investigations in Utah and the rest of the country. The Director formulates and evaluates plans, policies, standards and controls to meet the statutory missions of the division; oversees the financial management of the division, and makes final decisions ensuring financial viability; directs the negotiations of agreements providing for cost-sharing or cooperative funding for geologic studies; directs the preparation of an annual report and budget and making written and oral support of budget and manpower recommendations; reviews and approves technical reports, maps and manuscripts for publication; evaluates division effectiveness and maximizes efficient use of division funds and personnel; and oversees all division personnel matters. The Director coordinates UGS activities with other governmental agencies, industry and professional groups. The Director works with the UGS Policy Board in the formulation and continuing evaluation of the division's missions, policies and programs to minimize the duplication of activities with those of other public bodies and competition with the private sector. The incumbent in this job is appointed by the Executive Director of the Department of Natural Resources and is exempt from state career service.

Responsibilities
- The individual is responsible for managing one or more statewide or agency-wide programs. This includes determining program goals and objectives, as well as chairing committees established to support these programs. Key responsibilities involve:
- Developing, directing, and evaluating programs.
- Setting goals, establishing priorities, managing resources, developing concepts and approaches, reviewing project progress and results, and making management decisions.
- Evaluating, planning, and directing organizational activities.
- Overseeing the financial aspects of the division, including budget decisions and monitoring revenue and expenditure trends.
- Representing the agency with federal, state, and local government units, the media, and private organizations.
- Developing and coordinating plans and policies that align with the agency's mission, goals, vision, and expectations, and preparing and updating plans and priorities.
- Overseeing the development and execution of the Division's strategic plan.
- Listening to and effectively responding to elected and appointed officials while promoting understanding and partnership among them.
- Serving on various boards, councils, committees, or task forces to coordinate agency activities and facilitate goals and initiatives.

Qualifications

Qualifications, Duties and authority.
- The director is:
- the executive and administrative head of the survey; and
- designated the state geologist.
- The director's qualifications shall include:
- graduation from a recognized university; and
- demonstrated competency in:
- the science of geology; and
- administration.
- The director administers the survey for the benefit of the public.
- A person may not call upon or require the director or his associates to enter upon any special survey for the benefit of that person.
- The director, subject to review by the board and approval by the executive director of the department, may initiate cooperative agreements with private companies or parties or state or federal agencies to carry out the provisions of this chapter.
REQUIREMENTS:
- Demonstrated successful work experience in science/research projects in one or more geoscience fields.
- Demonstrated successful work experience in a leadership position
- BS/BA in a related field of study as the licensure requires.
- Previous personnel management and supervisory experience
- Experience managing budgets and an understanding of the principles and practices related to budget management
- Broad geoscience background.
- A keen perception of the issues facing the UGS
- Ability to communicate technical scientific information in a non-technical manner for understanding by a broad, non-scientific audience
