The Eugene Water & Electric Board is seeking a Civil Engineer to join the Carmen-Smith License Deployment team, with specific responsibilities to complete the design and construction of projects that support the Carmen-Smith Operating Hydro License Deployment. This Engineer will manage projects focused on water flow release structures, upstream and downstream fish passage, and more. This position plans, scopes, schedules, and manages design for complex and/or technically sophisticated engineering work and will act as the project manager for projects with novel, difficult, and multi-disciplinary aspects or features.

The Carmen-Smith Hydroelectric Project is located approximately 70 miles east of Eugene, OR in a remote area. Field work at the project site is required as needed. The selected candidate must live in the state of Oregon.

The Eugene Water & Electric Board is seeking a Civil Engineer to join the Carmen-Smith License Deployment team, with specific responsibilities to complete the design and construction of projects that support the Carmen-Smith Operating Hydro License Deployment. This Engineer will manage projects focused on water flow release structures, upstream and downstream fish passage, and more. This position plans, scopes, schedules, and manages design for complex and/or technically sophisticated engineering work and will act as the project manager for projects with novel, difficult, and multi-disciplinary aspects or features.
Specific responsibilities of the Staff or Senior Engineer may include, but are not limited to:
- Manage the design and construction of engineered features required primarily in the Aquatics Management Plan for the Carmen-Smith Project. These projects include hydraulic control and conveyance structures, fish passage structures to provide upstream and downstream passage at Trail Bridge Dam, and other civil and mechanical works.
- Participate in the planning, design, and implementation of dam safety risk reduction measures and mitigations, including the foundational investigations and studies necessary to support regulatory review/approval.
- Participate in complex and technically sophisticated engineering planning, feasibility studies (including technical report writing), cost estimating, and economic analyses. Develop alternatives and help determine solutions to operational problems, regulatory concerns, efficiency improvements, assess management issues, etc.
- Manage projects from concept to close out, including developing and implementing scopes, schedules and budgets for complex and technically sophisticated projects in the electrical power generation field. Set up and lead project teams including design engineers, consultants, contractors, construction inspectors, skilled crafts workers, permitting specialists, purchasing agents, etc.
- Lead or participate in the selection, specification, procurement, installation, testing, acceptance or electrical power generation equipment, infrastructure or facilities. Writes technical purchase and construction specifications. Prepare and manage construction and procurement bid document packages. Review submittals and respond to requests for information during construction. Inspect fabrication and construction activities, materials, work products and troubleshoot construction problems. Implement inspection and testing plans. Leads project start up activities including training Operations & Maintenance staff.
