Description
JOB SUMMARY
Under general supervision, to perform experienced level skilled work required to safely operate, maintain and repair combustion turbine-generators and auxiliary systems, in compliance with all regulatory requirements, within the District's electric power generating stations.
Examples of Duties
DUTIES AND RESPONSIBILITIES
Perform skilled gas turbine power plant operations which include start-up, parallel and shutdown of the gas turbine generator and auxiliary systems. Evaluate and adjust gas turbine generator operating parameters and balance of plant control systems. Monitor and control emissions in compliance with posted environmental permits. Follow District safety procedures including Lock-out / Tag-out.
Inspect, maintain and repair gas turbine power plants and associated equipment such as; various types of pumps, compressors, hydraulic control systems , lubrication oil systems, cooling water systems, generators and turbines, station batteries, switchgear , water treatment systems, chillers, fans, lift equipment, fuel handling systems, etc using hand, power or pneumatic tools.
Troubleshoot and diagnose plant control systems using specialized test equipment.
Install, test and repair field instrumentation, such as gauges, sensors, transmitters, switches, indicators and automatic control valves.
Operate and maintain various types of water treatment equipment. Perform skilled water chemistry analysis and take corrective action as needed.
Assist in the maintenance and operation of other power plants.
Perform general welding and fabrication work such as gas and arc welding, cutting, drilling, threading, grinding, and machine tool operation.
Maintain a variety of records including those for the appropriate regulatory agencies.
Participate in the preventive maintenance program. Enter and complete work orders, record machine condition, pull required parts from inventory, record parts used and work performed.
Assist in similar activities at other power generating stations.
Perform general maintenance, including painting and cleaning duties to keep equipment, buildings, grounds and work areas clean and safe.
Serve as acting Power Plant Supervisor as assigned.
Respond to emergency situations and be on-call as assigned.
Perform other related duties as required or assigned by supervisor.

Education
Equivalent to completion of the twelfth grade.
Experience
Completion of and apprentice program or recognized status as a Power Plant Technician - Gas Turbine.
Skills and Abilities
Interpersonal and Communication.
Ability to: follow oral and written instructions; and establish and maintain cooperative relationships with those contacted in the course of work. Ability to work independently or on a team, and be able to make decisions which affect the safe operation of the generating facility, without direct supervision.
Technical and Analytical.
Knowledge of: methods, materials, equipment and tools used in the maintenance and operation of gas turbine power plant facilities; basic electricity and electronics; mechanical and hydraulic principles; mathematics including a basic understanding of algebra, geometry and trigonometry; record-keeping and reporting procedures; hazards and safety procedures; water treatment principles and systems; fuels and fuel handling systems; chemicals and chemical handling systems; emission testing; and fire protection systems. Ability to: read and interpret plans and specifications; keep records and prepare reports; and read and interpret electrical, electronics, mechanical, hydraulic and civil drawings. Ability to work under pressure and make critical decisions during plant interruptions or other emergencies.

Possession of an appropriate California driver's license.
Must furnish own hand tools.
Must be able to respond quickly to emergency call.
This classification will be required to work a scheduled on-call period.
Employees who are assigned an on-call period must respond to their primary workstation within thirty (30) minutes of the call out. This classification's primary workstations are defined as the Almond Power Plant, the Walnut Power Plant, or other assigned power plant. The on-call employee must obey all applicable traffic laws when responding to a call out.
This classification may be assigned to work and 8, 10 or 12 hour rotating shift schedule and weekends.

Health Insurance is provided by the District and administered through our Third Party Administrator. Turlock Irrigation District utilizes the Anthem Blue Cross Prudent Buyer PPO Network. Out-of-pocket expenses can be limited if Anthem Blue Cross plan providers and hospitals are used. Employees have a choice of a PPO Plan or a HDHP (High Deductible Health Plan) during open enrollment or a qualifying event as per IRS plan guidelines.
Prescription Insurance is administered by Express Scripts. We have a four-tiered co-pay structured plan: generic; formulary; non-formulary; & specialty. For maintenance medications, the Express Scripts "Mail Order" plan is most cost effective.
Dental Insurance is provided by the District and administered through Delta Dental PPO Network. Preventative benefits are paid at 100%; basic benefits are paid at 80%, crowns, jackets and cast restoration benefits are paid at 50%. The District offers a voluntary Base Plus Buy-Up plan. Employee costs are minimized when utilizing a Delta Dental PPO Dentist/Orthodontist.
Vision Insurance is provided by the District and administered through VSP. Employee costs are minimized when utilizing a VSP Optometrist. The District offers a voluntary Buy-Up Vision plan.
Flexible Spending Account (Section 125) is made available to employees to cover health and/or dependent care expenses on a pre-tax basis. A flexible spending account credit card is provided by BCC for health care reimbursable expenses as per IRS regulations.
Health Savings Account is made available for those employees electing the High Deductible Health Plan (HDHP) only. A Health Savings Account credit card is provided by BCC for health care reimbursable expenses as per IRS regulations.
