Description
Foreman is a leadership position, directing the maintenance, installation, repair, and construction of water, reuse, wastewater, stormwater lines, services, mains, and appurtenances. Inspects work for progress and for conformance to established standards, regulations, and safety practices. Supervises, motivates, and trains crew members. Assists in the preparation of performance evaluations. Prepares reports, as-builts, and documents as needed. Studies workflows and makes recommendations for improvements to the supervisor. Leads work team in developing and implementing efficiency and increasing quality in operations. Reports unusual problems to the supervisor with possible solutions. Assists in developing work plans. Performs inventory operations and the replenishing of tools and supplies. Required to regularly work overtime as part of the rotating "on-call" program. This is an essential first responder position; the incumbent must work extended hours during and after hurricanes or other disasters. Works proactively and provides excellent customer service to internal and external customers. Follows safety procedures and promotes a safe work environment. A strong understanding of ethical behavior is required. Needs to have an intellectual curiosity and a desire to find answers. Performs related work as required.
Typical Qualifications
Water/Reuse: Must possess a current State of Florida Distribution Operator Level #2 license; Level #1 desired.
Stormwater: Must possess a FWPCOA Stormwater "A" certification. Possess a level #3 water license or obtain it in 6 months.
High school diploma or equivalent required, college courses a plus. Five (5) years' experience in water/reuse and/or stormwater systems and strongly prefer two (2) years of supervision. Must possess Florida CDL Class "B" driver's license with tanker and air brake endorsements. Certifications/licenses are required at the time of application. Consideration will be given to applicant with higher licensure. This is a Lean Six Sigma Utility; a White Belt must be obtained within 12 months of hire. High school diploma or equivalent, college course work desired. Supervisory experience is required. Extensive knowledge of the regulations, principles, practices, and equipment used in drinking water, reuse, wastewater, and stormwater line construction, maintenance, and repair. Ability to plan, layout, and oversee the work of skilled and unskilled staff. Ability to interact effectively with the public and other employees. Candidates must possess effective communication skills with the ability to speak, write, and understand English. Must have knowledge of software programs, such as Microsoft Office Suite, and the ability to use personal computers with GIS Mapping systems. Exposure to all weather conditions and possibly to hazards such as machinery, high noise levels, wastewater, fumes, chemicals, and odors. The applicant must pass a pulmonary function test and be physically capable and clean-shaven to use respirators and self-contained breathing apparatus. Ability to see, read, talk, hear, handle, or feel objects and controls. Labor-intensive position with the ability to stand, walk, move, climb, carry, bend, kneel, crawl, reach, push, and pull. Ability to perform moderate moving up to 50 lbs. regularly and occasionally perform moving up to 75 lbs. The selection process will include interviewing and evaluating software skills, GIS, and map reading skills. A comparable amount of training and/or experience may be substituted for the minimum qualifications
