POSITION SUMMARY:
As an Inspector, you will be responsible for ensuring the contractor's compliance through reviewing, interpreting, and enforcing plans and contract documents for efficient and timely inspection of the contractor's work.
EXPERIENCE QUALIFICATION:
Minimum of 10 years of construction work experience and basic understanding of construction means and methods for water and sewer projects. Experience may be in the following project types: large diameter water mains, large diameter sewer force mains, gravity sewers, bypass systems, pump stations, SCADA systems, line stops, sewer CIPP rehabilitation, manhole rehabilitation, directional drilling, jack and boring, and micro-tunneling.

Fingerprint-based criminal history background check, DMV driving record check, reference verification, and work history will be required prior to employment. Valid driver's license and safety shoes required.
The incumbent in this position can typically expect to sit and use his/her hands to handle and feel for more than 1/3 of the day. He/she can expect to stand or walk for more than 2/3 of the day. Talking and listening are also expected for more than 2/3 of the day. The ability to climb or balance, stoop, kneel, crouch or crawl, or reach with arms will be needed for less than 2/3 of the day.
This position requires that the incumbent be able to lift items up to 70 pounds on an infrequent basis.
The incumbent in this position should have clear vision at 20 inches or less. He/she should be able to view various reports and forms as well as information displayed on a computer monitor and have the ability to distinguish between different colors. Depth perception, peripheral vision, the ability to focus, and the ability to see from a distance are also necessary.

RESPONSIBILITIES:
- Utility Permit Inspector responsible for the review and processing of utility plans and permit applications.
- Communicates with and advises contractors of work deficiencies and required conformance.
- Researches the proper inspection and construction methods for each work activity.
- Conduct pre-construction meetings and ensure said work conforms to SHA Standards and Specifications.
- Determine when noise waivers and public notices are necessary for scheduled work and ensure they have been obtained and distributed before work begins.
- Communicates effectively and professionally with agency, contractor and personnel.
- Maintains project records including daily diaries which include detailed locations of work, construction workforce, equipment, and materials records, as well as project photos.
- Resolve service requests and communicate with SHA customers.
- Participate in Bethesda Monthly Construction Coordination meetings with County and Bethesda personnel, as well as elected officials.
- Assists with final inspections and the creation and tracking of punch list items through closeout.
- Document utility work in real-time through ArcGIS. Respond to utility emergencies on an as-needed basis.
- Participates in company activities, including but not limited to area and company meetings.
QUALIFICATIONS:
- High school diploma or General Equivalency Diploma (GED).
- Must possess OSHA 10-hour or OSHA 30-hour certification or obtain within 3 months of hire.
- Working knowledge of basic mathematics including algebraic and geometric computations.
- Knowledge of materials, methods, and tools utilized in the type of construction or repair work.
- Certification(s) preferred by not required: State DOT, MARTCP.
SKILLS AND ABILITIES:
- Ability to utilize computers and be proficient in the use of Microsoft Office applications.
- Ability to read and interpret plans and contract specifications.
- Ability to communicate inspection issues effectively and responsibly (verbally and in writing).
- Ability to utilize measurement tools effectively for the performance of the inspection duties.
- Ability to stand and sit as needed on project work sites, climb ladders, work at heights, and work outdoors in a wide range of weather conditions.
- Ability to safely navigate construction work sites with uneven terrain.
- Ability to maintain a valid driver's license with a good driving record.
- Ability to travel and drive regularly.
- Ability to work independently with minimal supervision.
