Essential skills and knowledge
- Lead the planning, development, and management of energy concession projects, including gas processing plants, pipelines, and power generation facilities.
- Oversee project execution to ensure alignment with national energy security and sustainability targets.
- Establish long-term strategies to support the expansion of Kazakhstan’s energy infrastructure and promote environmental stewardship.
- Manage concession agreements and ensure compliance with local regulations, fostering transparent and effective relationships with government entities.
- Develop and maintain an in-depth understanding of regulatory frameworks governing energy projects in Kazakhstan to mitigate risks and support project continuity.
- Monitor and adapt project plans in response to regulatory or market changes, ensuring continuous alignment with both Company and national priorities.
- Oversee budget planning and resource allocation for all concession projects, ensuring financial feasibility and operational efficiency.
- Monitor project KPIs to assess performance, identify areas for improvement, and implement strategies to optimize resource utilization and cost-efficiency.
- Drive sustainable practices within projects to meet environmental impact targets, including energy efficiency, waste reduction, and carbon emissions management.
- Build and maintain strong relationships with key stakeholders, fostering cooperation and facilitating smooth project execution.
- Represent Company in high-level meetings, forums, and negotiations, serving as the primary point of contact for external communications and strategic discussions.
- Identify, assess, and manage risks across all projects to minimize potential disruptions.
- Ensure strict adherence to compliance standards and uphold Company’s commitment to operational excellence and ethical practices.
Essential skills and knowledge
- Bachelor's Degree in Engineering in Oil & Gas engineering
- Master's degree in Business Administration or Engineering
- Minimum 20 years working experience, 15 years in a relevant management / leadership position, 5 years GCC experience is a plus
- Proven expertise in concession agreements, regulatory compliance, and government relations within the energy sector.
- Proven track record of managing energy projects within Central Asia or similar emerging markets.
- Strong knowledge of financial planning, budgeting, and resource allocation in large infrastructure projects
- Excellent leadership and communication skills, with the ability to navigate complex stakeholder landscapes and drive consensus.
- ERP knowledge, preferably SAP functional skills are a requirement to be successful in this role
