Description

Under general supervision, coordinates with developers, contractors, residents, and other Town departments for drainage inspections, drainage concerns, and utility locations. Also performs inspections of Capital Improvement Projects (CIP) including water, sanitary sewer, drainage, earthwork, and paving projects.
Examples of Duties
• Provides technical advice, writes reports, summaries, and recommendations to immediate supervisor and others, as directed.
• Reviews plans and specifications of work assignments with the immediate supervisor.
• Performs sub-professional engineering and administrative work in design review and construction inspection of engineering projects relative to drainage issues specifically floodplain and floodway issues and related documentation.
• Participates in the Town's implementation of the Environmental Protection Agency (EPA) Storm Water NPDES Phase II Regulations.
• Ensures street, drainage, construction materials, and techniques meet or exceed Town construction requirements, codes, policies, and ordinances.
• Visits and inspects various private construction projects. Ensures construction is consistent with approved plans as previously reviewed relating to street as well as on-site and lot-to-lot drainage.
• Reviews floodplain reclamation submittals. Works with the public on all floodplain and floodway issues.
• Coordinates and maintains all file systems relative to floodplain and floodway reclamation activities, and placement of structures.
• Research and answers citizen, contractor, and developer inquiries relative to floodplain and floodway issues with the Town.
• Inspects all aspects of CIP construction and reconstruction.
• Coordinates with contractors on methods, sequence, and public safety during construction.
• Ensures construction work is performed in accordance with applicable plans, standards, and specifications.
• Performs related survey work to establish and verify lines and grades, records location of all water, sanitary, and storm sewer lines.
• Coordinates testing of water and sanitary sewer lines and assists with testing for concrete pavement and structures.
• Ensures all water and sewer mains are tested properly before being accepted by the Town.
• Measures and calculates quantities for payment on contracts and maintains as built plans.
• Assists with other special projects and tasks, as directed.
• Adheres to personnel, safety, and department policies and procedures.
• Informs immediate supervisor of potential hazards, problem areas, and all work activities.
• Informs immediate supervisor of all inquiries and concerns of the general public, contractors, developers, etc.
• Performs other duties as assigned.
Minimum Qualifications

BASIC QUALIFICATIONS:
• A High School Diploma or General Equivalency Diploma (GED) is required.
• Must have a valid Texas driver's license and driving record must be in compliance with Town policy.
EDUCATION:
• A Bachelor's Degree in Civil Engineering, Engineering Technology, or related field is preferred.
WORK EXPERIENCE:
• Must have five (5) or more years of engineering, drainage investigation, or design inspection experience.

Must submit to and pass a post-offer, non-regulated drug test and thorough background checks (including criminal history).

KNOWLEDGE / SKILLS / ABILITIES:
• Must have a general working knowledge of construction inspection to include water, sanitary sewer, storm sewer lines, earthwork, concrete, job safety, and testing procedures.
• Must have excellent mathematical skills in calculating grades, volumes, and areas.
• Must have good leadership, organizational, and communicative skills.
• Must be able to work well under pressure and stress; handle multiple tasks; and prioritize and organize work assignments.
• Must be able to maintain an effective and pleasant working relationship with employees, contractors, and the general public.
• Must be able to work extensive hours, as needed.

PHYSICAL ABILITIES:
The physical abilities described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
• Must be able to talk, read, see, walk, hear, and follow oral and written directives.
• Must be able to operate a survey level, and record and interpret survey information.
• Must have good hand/foot/eye coordination to operate and repair equipment and vehicles.
• Must be able to perform strenuous physical activities to include, exerting up to 100 lbs. of pressure; lifting, pushing, pulling, and carrying heavy supplies, inspection, and construction equipment several times a day; shoveling, crawling, bending, kneeling, and digging holes for several hours per day; climbing on and off equipment; and operating vibrating equipment.
• Must be able to work indoors; underground; outdoors; in confined spaces; in pipes, culverts, manholes, and trenches; on level, slippery, sloping, unstable, and muddy terrain; under constantly noisy conditions; work in adverse environmental conditions to include inclement weather and hazardous conditions including mechanical, electrical, fume odor, dust/mist, chemical, and toxic waste hazards; other solid waste substances; exposure to insects; etc.
