Position Summary

Develops and manages energy-related programs, in alignment with Pueblo County climate action goals to promote energy and cost savings; implements, monitors, operates, troubleshoots, and maintains the computerized Building Management System (BMS); implements countywide and municipal energy and water baselining, and buildings-related climate actions.

What You Will Do

  • Improves cross-agency use of energy data to drive continuous improvement and savings with Pueblo County climate action goals: independently travels to sites and locations to implement, monitor, operate, troubleshoot, and maintain the computerized Building Management System (BMS).
  • Independently travels to gather, track, analyze, and audit relevant data in support of Pueblo County's energy and sustainability reporting requirements; and travels to review system equipment.
  • Maintains the County's Better Buildings Benchmarking Program including, but not limited to, educating relevant stakeholders and building owners about the program, providing customer support to covered building owners, setting up relevant databases, developing program communications, verifying data, reporting, and connecting stakeholders to opportunities for energy and water savings across large buildings.
  • Supports development and coordination of County policies, programs, and incentives to advance the County's carbon reduction, electric vehicle charging, and equity goals in County operations and among the building sector.
  • Pursues, researches, and collaborates to write grant applications to secure program and project funding; compiles and analyzes data to support program goals, grant applications, and grant reporting requirements.
  • Keeps abreast of current laws, regulations, and tax incentives at all levels to determine opportunities for mobility programs/projects within Pueblo County.
  • Supports Pueblo County's Recycling Program by updating standards, information, training materials, and tracking.
  • Ensures reliability of plant and equipment operations while optimizing maintenance and operation costs and satisfying all safety, environmental, and other relevant regulations in the process.
  • Designs, documents, troubleshoots, and leads the launch of new products and processes from an engineering perspective.
  • Maintains a knowledge base on the capacity of existing utilities and the current level of utilization.
  • Prepares a variety of departmental reports, memorandums, agendas, and statistical records.
  • Troubleshoots and maintains equipment and the facility to ensure the company receives maximum utilization of its assets.
  • Prepares funding applications.
  • Acts in a leadership role for project initiatives aimed at reducing downtime, improving reliability, conserving energy, and upgrading equipment.
  • Performs other duties as appropriate or necessary for the performance of the job.

What You Have

REQUIRED EDUCATION & EXPERIEINCE:
  • Bachelor's Degree from an accredited college or university in Energy Engineering, Environmental Science, or a related technical field required.
Note: Any acceptable combination of related education, training, and experience that provides the required knowledge, abilities, and skills may be considered as a substitution.
  • 3 years or more experience in Energy Engineering, Environmental Science, or related field required.
PREFFERED LICENSES:
  • Leadership in Energy and Environmental Design (LEED) Accredited Professional issued by U.S. Green Building Council (USGBC) preferred.
  • Association on Energy Engineers (AEE) Certified Energy Manager issued by Association of Energy Engineers (AEE) preferred.
Special Requirements:
  • Must successfully pass background check
  • Possession of, or ability to obtain a valid Colorado Driver's License

DEPARTMENTS SCHEDULED TO WORK ON HOLIDAYS
Due to operational requirements, some employees will be required to work on holidays. The employee must take the holiday by the end of the month following the holiday at a date approved by their Elected Official or Department Director

SICK LEAVE
Regular full-time employees accrue eight (8) hours per month with a maximum accrual of 960 hours.

VACATION LEAVE
  • Upon initial date of hire: earn eight (8) hours per month with a maximum accrual of 144 hours.
  • After 5 years: earn twelve (12) hours per month with a maximum accrual of 216 hours.
  • Ater 10 years: earn sixteen (16) hours per month with a maximum accrual of 288 hours.

RETIREMENT
All Regular Full-Time employees and Elected Officials are required to participate in the County Retirement Plan upon completion of one (1) month of continuous employment. A pre-tax deduction of 8.25% will be deducted from the employee's monthly pay.

EMPLOYER MEDICAL CONTRIBUTION
Pueblo County's contribution toward the purchase of your benefit options on a tiered approach and based on which medical plan you elect.

If Benefit Selections:
  • Are greater than the employer contribution dollar amount, the difference is deducted from paycheck
