Overview
The Senior Water System IT Analyst provides senior level analysis and oversight of all maintenance, configuration, care, security, and management of water system technology for the Dallas Water Utility. This position is responsible for implementing, supporting, and securing the Asset Management application including user assignments, inventory, contracts, purchasing, resources, work management, and preventive management. This individual would be well versed with gathering business requirements, managing workflows, software integration, and user acceptance testing.
Essential Functions
1 Works, engages, and collaborates with crews and personnel to determine access needs, identify issues, define scope, and manage development of water system requirements against system functionality.
2 Analyzes, validates, and communicates requirements and solutions for changes to business processes, policies, and information systems.
3 Security administration and management, role provisioning and user maintenance, and troubleshooting of access.
4 Candidates will have knowledge and experience of Governance, Risk Management, and Compliance (GRC).
5 Utilizes Asset Management Software User Licensing data to performance licensing administration, set-up of audit logs, and evaluate transaction traces and check indicators.
6 Troubleshoots access related issues.
7 Serves as the Asset Management Security subject matter expert.
8 Translates, determines, and communicates Business requirements to the technical teams, documenting those specifications in a consumable format for technical development. Works to set priorities, resolves issues, develops standards for service, and manages the implementation of changes.
9 Reviews, recommends, prioritizes, and schedules application enhancements and changes as requested or required by various departments; communicates the architectural complexities and provides schedules and estimates; ensures effective application use while enhancing user experience, productivity, and efficiency, mitigating risks, and resolving issues.
10 Performs quality assurance testing and implementation of various applications and service requests; manages implementation of projects providing expert guidance and direction for the water system projects; analyzes data, procedures, and processes for end users.
11 Works with development teams to create and execute test scripts and scenarios to assure optimal system functionality of new and existing system enhancements.
12 Develops and standardizes policies and procedures to improve the efficiency and enhance the service delivery of water systems for the Water Utility; analyzes, designs, and evaluates security access rights and roles to ensure internal controls are adhered to.
13 Participates in developing and updating application training and procedural guidelines; creates and implements procedural work instructions for new application processes and procedures; facilitates departmental trainings, workshops, and meetings that outline business requirements to ensure desired outcomes.
14 Acts as liaison between department end-users, technical analysts, consultants, and others to ensure optimal system performance.
15 Creates performance metric and ad-hoc reports for departmental management.
16 Performs all other work as needed or assigned.
Knowledge and Skills
1 Knowledge of Asset Management Software or similar applications.
2 Knowledge of data security concepts and experience with user controls and segregation of duties.
3 Knowledge of data quality concepts and methods for improvement related to water systems and water utility infrastructure and equipment.
4 Knowledge of software application implementation and support.
5 Knowledge of software testing, incident and change management, and system processes
6 Ability to lead projects and possess strong organizational, analytical and problem resolution skills
7 Experience working with application end-users and translating their business problems into system requirements.
8 Ability to research, analyze data and compile reports.
9 Ability to oversee, lead, and facilitate the success of other personnel and evaluate performance.
10 Ability of understand and communicate business needs for changes or enhancements to system and manage those changes.
11 Communicating effectively verbally and in writing.
12 Establishing and maintaining effective working relationships.

- Bachelor's degree in any field.
EXPERIENCE:
- Four (4) years of business operations experience.
AND
- Two (2) years of experience in SAP/ERP and/or Maximo implementation or support
EQUIVALENCIES:
- High school diploma or GED plus eight (8) years of business operations experience including two (2) years of experience in SAP/ERP and/or Maximo implementation or support will meet the education and experience requirements.
- An associate degree in any field plus six (6) years of business operations experience including two (2) years of experience in SAP/ERP and/or Maximo implementation or support will meet the education and experience requirements.
- A master's degree or higher in any field plus two (2) years of business operations experience including two (2) years of experience in SAP/ERP and/or Maximo implementation or support will meet the education and experience requirements.
Salary Range
