GENERAL SUMMARY

Develop and implement long-term strategic plans and day to day administration of uranium, conversion, enrichment, and fuel fabrication of nuclear fuel procurement and contracting. Minimize fuel costs, as measured by variable fuel cost goals and capital expenditure limits, while successfully managing all risks to Energy Northwest while accommodating plant operational issues. Track and manage fuel inventory and fabrication including contract needs.

PRINCIPAL ACCOUNTABILITIES

Develop long term strategy and implement fuel procurement plans to minimize cost and manage risk using thorough understanding of nuclear fuel market factors affecting supply, demand, and price.

Prepare economic analyses for various scenarios involving generation planning, multi-cycle simulations, fuel procurement, and material inventory.

Prepare and present the Ten-year Fuel Management Plan (FMP) and the Fuel Cost budget to EN Management, Board of Directors, and BPA.

Lead bid solicitation and evaluation activities, administer contracts and negotiate/settle disputes to minimize overall cost for uranium, conversion, enrichment, and fuel fabrication. This activity includes initiating contracting activities based upon plant needs and market dynamics.

Perform fuel accounting including enriched uranium cost, and taxes on a detailed fuel ledger Nuclear Fuel In Process System (NFIPS) and by physical location Nuclear Fuel Tracking System (NFTS). Review and approve fuel invoices and payments. Reconcile fuel accounting with General Ledger entries. Prepare monthly fuel amortization calculations.

Assure compliance with regulatory and industry guidance. Prepare and update fuel financial disclosures. Support outside annual audits.

Prepare required reports and presentations for both technical and non-technical personnel.

Performs other duties as assigned or apparent. May be required to participate in the Emergency Response Organization or

Outage support.

REQUIRED EDUCATION AND EXPERIENCE

Procurement Program Manager II
  • Requires a bachelor's degree from an accredited college or university and ten years of experience related to procurement, project management, finance, accounting, or engineering.
  • Ability to develop, evaluate, and execute commercial strategies.
  • Effective communication skills are required to relate to both highly analytical and nonscientific backgrounds.
  • Ability to read and comprehend technical and legal subject matter.
  • Ability to work independently without supervision.

Procurement Program Manager I
  • Requires a bachelor's degree from an accredited college or university and seven years of experience related to procurement, project management, finance, accounting, or engineering.
  • Ability to develop, evaluate, and execute commercial strategies.
  • Effective communication skills are required to relate to both highly analytical and nonscientific backgrounds.
  • Ability to read and comprehend technical and legal subject matter.
  • Ability to work independently without supervision.

Pay Range:

Procurement Program Manager II Salary: $136,191 - $205,441

$171,201 Midpoint

Procurement Program Manager I Salary: $119,107 - $178,661

$148,884 Midpoint

Typically, selected candidates are hired between the minimum and midpoint of the range, based on applicable experience and qualifications, market rate, internal equity, and budgetary allowances.

Offers will be negotiated based on each candidate's qualifications.

Incentive Compensation

This role is eligible to participate in our annual incentive plan. Incentives are earned based on employee performance against defined metrics and company goals.
