Position Information
The City of Pittsburg, CA is seeking a highly skilled Utility Supervisor to oversee, coordinate, and participate in the installation and maintenance of underground and overhead electric and gas distribution lines on Mare Island, Vallejo, CA. This role ensures safe work practices, system efficiency, and regulatory compliance, while also serving as a technical resource to staff and assisting in system mapping and maintenance.

The ideal candidate will have strong leadership, technical, and problem-solving skills, with extensive experience in electric and gas distribution systems maintenance. They should be detail-oriented, adaptable, and capable of managing both daily operations and long-term infrastructure planning. Candidate should have relevant training and certifications in utility operations, safety, or regulatory compliance.
About Pittsburg Power Company
The Pittsburg Power Company (PPC) is a California municipal Joint Powers Agency ("JPA") established in1997 between the City of Pittsburg and the City's Redevelopment Agency. PPC operates and does business in two separate locations:

1. Within the City of Pittsburg, developing and supporting projects that will retain existing businesses and attract new business developments. PPC has partnered with private enterprises to develop over $2 billion of energy and industrial projects in Pittsburg since its creation in 1996.

2. PPC manages the electric distribution and natural gas utility systems on . PPC acquired the electric and gas utility distribution franchise from the US Navy in 1997. Since inception, PPC has performed these utility distribution services on Mare Island under the common name "Island Energy". Currently, PPC is advancing several energy project developments within the City of Pittsburg, including supplying utility services to a data center project. PPC staff continues to support the evaluation of renewable and alternative energy projects such as solar and fuel cells to lower City of Pittsburg's facilities annual electricity costs.

The City of Pittsburg is a full-service city following the council-manager form of government. We have about 270 full time employees and about 350 employees total (depending on the season). Pittsburg is currently organized into the following departments: City Management, Community Development (Building, Engineering, and Planning), Community Services (Housing Authority, Pittsburg Power Company, and the Successor Agency to the former Redevelopment Agency), Economic Development and Recreation, Human Resources, Finance, Police, and Public Works (Operations/Maintenance, Utilities, Facilities, Parks, and Water Treatment). Fire Protection services are provided by the Contra Costa County Consolidated Fire Department.

Examples of Duties
Duties may include, but are not limited to the following:
  • Plan, coordinate, prioritize, schedule, monitor and participate in the work of staff responsible for the daily operation and maintenance of the Power Company's electrical and gas distribution systems; monitor work activities to ensure safe work practices, work quality and accuracy; ensure compliance with applicable rules, regulations, policies and procedures; provide project status reports.
  • Oversee, monitor and inspect construction and upgrades of new and existing electrical and gas distribution systems by contractors and developers; work with engineers and consultants to review construction drawings and coordinate related work schedule and materials.
  • Participate in the development of policies and procedures; evaluate operations and maintenance activities; recommend improvement and modifications; propose changes in projects and work assignments to higher-level management personnel. Develop schedules and methods for performing assigned duties; maintain appropriate work records and documents which may include timesheets and work orders; prepare statistical and/or analytical reports on operations as necessary.
  • May perform duties of the Utility Technician which include but is not limited to electric or gas operation on weekends and holidays as necessary; maintenance of daily electrical and gas requirements of the distribution system; maintain constant vigil over all equipment of the plant to see that it is functioning properly; respond to emergency situations in off hours; keeps accurate records of plant operations; regulate plant operation to meet changes in electrical and gas load demand; operate plant in accordance with all safety and health regulations.
  • Participate in the selection of vendors and the ordering of supplies.
  • Oversee and monitor inventory of spare parts and equipment; maintain appropriate balance between inventory cost and availability of parts and equipment.
  • Provide technical support to Pittsburg Power Company's utility operations within the City of Pittsburg. Participate in the selection of staff; coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed by assigned manager.
  • Participate in Operating & Capital Improvement Project (CIP) budget planning; prepare cost estimates for needed equipment upgrades and long-term CIP budget recommendations; submit justifications for staff, equipment, and supplies; monitor and control expenditures.
  • Maintain and manage utility inventories, equipment replacement schedule, and participate in fixed asset management.
  • Oversight of the Utility's Automatic Metering Infrastructure (AMI) system and Meter Data Management System (Command Center)
  • Develop strategy and work plan, arrange work shifts and deploy resources to combat outages.
  • Maintain and update maps of the electric and natural gas distribution system to reflect changes and additions to the existing system to ensure accuracy and current.
  • Answer questions and provide information to the public; research questions and recommend corrective action as necessary to resolve issues.
  • Represent the City with dignity, integrity, and the spirit of cooperation in all relations with staff and the public. Uphold the City's Personnel Rules and Municipal Codes.
  • Foster a work environment that embraces integrity, service, inclusion and collaboration.

Qualifications
Knowledge of:
  • Journey level work in electrical and/or gas distribution systems.
  • Operation and maintenance of electrical and/or gas facilities and equipment including electrical switching orders; electrical and/or gas distribution system procedures and methods.
  • California Public Utilities System Commission Orders 95, 128, and 165; Electrical Safety Orders.
  • General orders, guidelines and administrative procedures dealing with gas distribution.
  • Methods, materials and tools used in the operation and maintenance of electrical and gas construction, installation, and maintenance.
  • Knowledge of fundamental inventory control procedures and systems.
  • Pertinent local, State, Federal rules and regulations and laws.
  • Principles of supervision, training and performance evaluations.
  • Basic principles of budget monitoring.
  • Modern office practices, methods, and computer equipment including relevant software programs.
  • Oral and written communication skills; business English including vocabulary, spelling, and correct grammatical usage and punctuation.
  • Safe work practices.
  • Principles and practices of excellent customer service.
  • Knowledge in AutoCAD and ArcGIS mapping system

Ability to:
  • Organize, implement and direct electrical and gas operations and activities.
  • Perform testing of electrical and gas distribution equipment and materials.
  • Perform basic mathematics; interpret and read electrical and gas plans, blueprints, drawings, sketches, and maps.
  • Use specialized electric and gas construction, maintenance and operations tools and equipment.
  • Track project budgets; write reports; establish and maintain records and apply first aid. communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with employees, developers, contractors, and the general public.
  • Interpret and explain pertinent department and City policies and procedures.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Efficiently supervise, train and evaluate assigned staff.
  • Assist in the development and monitoring of an assigned program budget.
  • Read, write and comprehend the English language at a level necessary for effective job performance exercising correct English usage, vocabulary, spelling, grammar and punctuation.
  • Communicate effectively, tactfully and positively in both oral and written form.
  • Operate and use modern office equipment and technology, including computers and applicable software.
  • Maintain regular attendance and adhere to prescribed work schedule to conduct job responsibilities.
  • Utilize appropriate safety procedures and practices for assigned duties; apply first aid.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Contribute effectively to the accomplishments of City goals, objectives and activities.

Any combination of education, experience, and training that would provide the best qualified candidates. A typical way to obtain the knowledge and abilities would be:

Education: Equivalent to the completion of the twelfth grade. Additional college or vocational course work or training in electrical and or gas utility industry or a field of study applicable to the responsibilities and requirements of this job class is desired.

Experience: Three years of progressively responsible experience performing electrical and/or gas plant operation and maintenance, including one year providing technical and functional supervision over assigned staff.

Special Requirements: Possession at the time of hire and continued maintenance of, a valid class A or B California driver's license with air brake and tank vehicle endorsement. Completion of an electric or gas-related apprenticeship or equivalent. Possession of a Gas Operator Qualification certificate within 12 months of appointment.

Other Requirements: Physically and mentally capable of performing the functions of the job, including but not limited to those summarized in Example of Duties.
