The Latin America and Caribbean (LAC) Regional Energy Unit
The Latin America and Caribbean (LAC) Regional Energy Unit operates in the context of the overall Bank mission while focusing on the key energy challenges for the region, which include (i) improving the quality and efficiency of energy infrastructure services, and expanding sustainable energy infrastructure capacity, (ii) increasing deployment of clean energy technologies and practices, (iii) decarbonizing hard-to-abate sectors, and (iv) increasing resilience to climate change.
Lending and analytical activities focus on sectoral reforms and strategic investments across a wide range of areas, with the common objective of contributing significantly to economic growth through transparent, viable and sustainable energy sector development solutions (examples include energy subsidy reform, effective tariff design, institutional and governance strengthening, financially sustainable utilities, emerging innovative solutions, creating enabling environments for private sector participation, among other).
The Bank support to the energy sector in the region is delivered as a coordinated effort with Government counterparts, other relevant financial institutions and development banks, and multiple technical partners.
The unit seeks an Energy Specialist to develop and lead a complex sector dialogue and a portfolio of investment lending operations, as well as analytical work, primarily for upper and lower middle- income countries.
Duties and Accountabilities
You will report to the Practice Manager of the Energy Infrastructure Unit in LAC and work alongside a group of professionals based in Washington DC and throughout the region, performing the following duties:
• Support the design and implementation of on-going and future operations in Energy Transition Segments: (i) sustainable, secure, reliable, affordable electricity systems, (ii) industrial transformation, (iii) achieving universal access of energy, and (iv) all foundational areas necessary to deliver sustainable energy systems (planning, sector reforms, policy and regulation, financial solutions, and other).
• The selected candidate will participate in overseeing implementation of energy operations with the aim to enhance quality and accelerate implementation and will play an active role in Bank's policy dialogue with the authorities, development partners, and other stakeholders on strategic energy issues and implementation of ongoing energy sector reforms. The selected candidate is also expected to be a core member of regional initiatives and will participate and contribute to advisory and operational work.
• Finally, the selected candidate is expected to contribute to the dissemination of energy sector activities, within the WBG and in external events, provide inputs to operational products/outputs for sector and country briefings, support analytical and advisory reports, contribute to portfolio performance and monitoring reviews, and act as a liaison between the energy practice and the country unit for specific operations and activities.
Selection Criteria
• Master's degree or PhD in economics (energy or climate change fields), finance, or engineering (energy, electrical), or equivalent areas.
• At least 5 years of combined experience in international institutions and/or companies, government agencies, and/or power sector utilities with demonstrated track record of successful engagement with complex projects
• Strong technical proficiency in energy markets (electricity, heating, cooling), energy planning, energy policy and regulation, energy institutions, and energy technologies.
• Previous experience in supporting lending operations or projects financed by the World Bank, development finance institutions or the private sector, is a plus.
• Experience designing and delivering analytical activities to inform energy transition strategies or pathways (clean energy infrastructure, utility performance), is a plus.
• Excellent interpersonal skills and proven ability to build strong partnerships with different stakeholders and colleagues across units and departmental boundaries.
• Excellent oral and written communication skills, including an ability to communicate complex issues in simple terms and to engage in evidence-based dialogue with teams and client counterparts.
• High proficiency in spoken and written English.
• High proficiency in spoken and written Spanish.
