What you will do at Precinct One

Precinct One Environmental Management is responsible for operation and preventive maintenance of 3 Public Water Supply facilities, 23 lift stations, and associated infrastructure, as well as oversight of storm water permits and managing various environmental permits. The Wastewater Operator will work as a team with the Environmental Manager and team to manage in- house and contract resources to efficiently assess, plan, maintain and repair water assets. The Wastewater Operator will also assist with continued updates and improvements to Precinct One's utility GIS and workflow.

Essential Duties and Responsibilities
  • Perform site inspections to evaluate equipment conditions and monitor SCADA systems for abnormal operations requiring preventive maintenance or corrective action.
  • Document inspection findings and maintenance activities using field data collection applications.
  • Troubleshoot issues, diagnose problems, and recommend effective repairs and solutions.
  • Oversee, manage, and inspect repair and replacement projects to ensure proper installation in compliance with specifications.
  • Perform advanced water chemistry field tests and operationalize the results for compliance with TCEQ disinfection and Nitrification Action Plan.
  • Monitor the use and availability of water treatment chemicals and equipment for general operations
  • Maintain all permits, records and reports required by various regulatory agencies as well as those necessary for efficient operations.
  • Permitted facilities include grease and grit interceptors, oil/water separators, backflow protection devices, public water supply wells and public water supply distribution systems
  • Other duties as assigned

Requirements
What you will bring to Precinct One
Education:
  • High school diploma or G.E.D. equivalent

Experience:
  • Four (4) years of experience in operation and maintenance water and/or wastewater and related infrastructure.
  • Proficiency in GIS-based field data collection
  • Familiar with standard maintenance procedures, preventative maintenance schedules, and proper safety techniques
  • Proficiency in Microsoft Office software applications

Licensure:
  • Valid driver's license (State of Texas)
  • TCEQ water and/or wastewater operator's license required within six (6) months of employment

Knowledge, Skills, and Abilities:
  • Knowledge of proper methods, materials, tools and equipment used in utility maintenance and construction
  • Ability to troubleshoot and perform maintenance on pumps, motors and filters.
  • Knowledge of appropriate safety precautions and procedures in chlorine, electricity, water distribution and water and wastewater disinfection practices
  • Foundational knowledge of equipment, materials, methods, and procedures used in maintenance, construction, and repair of facilities
  • Ability to read and comprehend plans, specifications, and operation manuals
  • Ability to communicate with constituents, regulatory agencies, and coworkers regarding general and technical issues, both verbal and written
  • Ability to learn and adopt new technologies that improve efficiency.

  • Bending, stooping, carrying, crawling may all have to be conducted at times

There are four precincts in Harris County. The four elected commissioners, along with an elected county judge, serve as members of Harris County Commissioners Court, the administrative head of the county's government.
