Educational Qualification:

Bachelor’s Degree in relevant discipline from a recognized University

10+ years direct and relevant experience in large EPCC Projects with oil/gas or petrochemical or fertiliser industry. Ammonia and Urea Fertilizer experience in Projects and Operation/Maintenance is an advantage.

 

Responsibilities :

  • Awareness of QatarEnergy Urea Project HSE requirements and compliance with all relevant policies and procedures of QAFCO Integrated Management Systems, QatarEnergy Urea Project, and the relevant Authorities
  • Awareness of QatarEnergy Urea Project Quality requirements and compliance with all relevant policies and procedures
  • Actively contribute to safety walks, reporting of accidents and investigation of accidents, if any
  • Be fully aware of Project Information Manual (PIM) and its procedures that cover the Management System of the Project and ensure strict compliance,
  • Acts in the area of responsibility as part of Project Management, taking proactive initiatives and proposing effective solutions to Project Management,
  • Manage the EPCC Contractor's execution of the EPCC Contract in the prescribed manner set forth in the EPCC Contract and as ascribed in Project Information Manual,
  • Assist the Engineering and Construction Managers in coordinating the activities of the Engineering and Construction discipline,
  • Ensure that all activities and works are done in full compliance with the HSE requirements of Qafco, Project and the relevant authorities,
  • Ensure that the works are being done in accordance with the Quality requirements of the Project,
  • Ensure that EPCC Contractor complies with Contract requirements and report any deviation to the Project Director through the line responsible,
  • Ensure that any deviation from the technical requirements of EPCC Contract is documented by a Non-Conformance Report and it is fully checked and approved as further detailed in the EPCC Contract and Project Information Manual,
  • Ensure that all Project communications with EPCC Contractor with potential impact on the project are documented and formalized in full compliance with the requirements set forth in EPCC Contract and further detailed in Project Information Manual,
  • Ensure that all engineering documents are issued by EPCC Contractor as required by the EPCC Contract and are checked and/or accepted in full compliance with technical requirements and within the time limit set forth in the EPCC Contract,
  • Assist and liaison with the other Project Team members as applicable,
  • Ensure that the qualification and acceptance/rejection of unknown Subcontractors proposed by EPCC Contractor are done in full compliance with the criteria set forth in EPCC Contract,
  • Ensure that all technical bid evaluations are issued by EPCC Contractor as required by the EPCC Contract and are in full compliance with the technical requirements set forth in the EPCC Contract,
  • Ensure that Environmental Impact Assessment by EPCC Contractor is issued and it is in full compliance with the requirement set forth in EPCC Contract,
  • Ensure that Risk Management by EPCC Contractor is in full compliance with the requirement set forth in EPCC Contract and further detailed in Project Information Manual,
  • Responsible to identify and communicate new and potential risks or opportunities to Project Risk Coordinator at the time become aware of such risks / opportunities,
  • Responsible to follow-up relevant Project Risks assigned until all risk actions are closed and/or mitigated and the risk levels become low and under full control,
  • Responsible for the management of all relevant Internal & External Interfaces for the Project in the area of responsibility,
  • Ensure that all relevant scope of supply and all tie-ins required from the Company are completed, ready for hook-up/installation and delivered in accordance with Project schedule and quality,
  • Check and verify Inspection and Expediting Reports issued by EPCC Contractor, identify concerns, and take part in pre-inspection meetings, fabrication inspection, expediting, final inspection and Factory Acceptance Testing as and when required,
  • Ensure that EPCC Contractor shall fully comply with Quality Assurance and Quality Control surveillance, inspection and auditing requirements as set forth in EPCC Contract and further detailed in Project Information Manual,
  • Coordinate all the Design Changes, Field Technical and/or Design Notes and/or Queries and ensure compliance with the requirements of EPCC Contract,
  • Follow up and ensure that site erection works by EPCC Contractor are done in full compliance with all Approved for Construction drawings and work method statements,
  • Follow up preservation of Site,
  • Ensure that EPCC Contractor schedule is commissioning driven and follow up schedule and progress including detection of deviation from the EPCC Contract schedule,
  • Follow up and monitor all relevant critical path activities throughout the Project execution,
  • Verify status of Mechanical Completion activities,
  • Verify EPCC Contractor’s achievement of milestones in accordance with the requirements of EPCC Contract,
  • Assists the Commissioning team in Punch items categorization, tracking and resolution for systems mechanical completion,
  • Coordinate and administer the review of the draft Final documentation and the delivery of the Final documentation up to “As Built” status,
  • Verify and close punch items,
  • Shall document and submit his Lessons Learned in accordance with relevant PIM procedure
  • Co-ordinate the training of the Company team to enable them to undertake the commissioning, start up and installation, of the plant within discipline scope,
  • Ensure that all implemented Project process technologies and its operation aspects are proven,
  • Participate and support in verifying the Performance Test of the Project when performed under the responsibility and supervision of EPCC Contractor and confirm full compliance with the requirements set forth in EPCC Contract,
  • Ensure that all relevant operation spares, capital spares, and special tools are quantified, ordered and delivered by the EPCC Contractor for the Project in full compliance with the requirements set forth in EPCC Contract and Project Information Manual,
  • Assist in the identification, inspection, and preservation of operation spares until they are taken into Qafco stores,
  • Ensure continued awareness of Qafco Procedures, assess its impact on the Project, and report findings to Project Management
  • Shall be responsible to carry out and report Quality Surveillance in their respective disciplines.
  • Shall conduct inspections as per RFI’s and review QC reports and accept or report any deviations through the QC Engineers, where necessary
  • Shall review the IDS and ITP submitted by EPCC Contractor and add Company’s involvement in the inspection activity.
  • Shall attend testing as agreed in the inspection test plan
  • Shall analyze received MSR’s and expediting reports and reports on immediate basis to QC Manager, areas of delay or other concerns.
  • Shall be responsible for ensuring the supply of raw materials and utilities as per the EPCC Contract requirements
  • Shall document and submit his Lessons Learned in accordance with relevant PIM procedure
  • Supports Project Management in claims, NCR and Variation orders assessment, estimation and supporting documentation compilation
  • Initiate discipline specific Principle decisions
  • Coordinate and participate with EPCC Contractor HAZOP and SIL sessions, and other safety review meetings.
