Job Summary:
We are seeking a highly experienced and proactive Senior Construction Engineer to join our team on a high-profile downstream refinery project in Singapore. The ideal candidate will have a solid background in construction engineering within oil & gas, petrochemical, or energy infrastructure projects, and be capable of managing and coordinating field engineering activities to ensure timely, safe, and high-quality project delivery.
Key Responsibilities:
• Oversee all phases of construction for the refinery project, ensuring compliance with design specifications, safety standards, and project timelines.
• Coordinate with EPC contractors, subcontractors, and client representatives to manage site execution efficiently.
• Review and interpret construction drawings, technical specifications, and contract documents.
• Monitor daily progress and lead field engineering teams to resolve technical issues on-site.
• Ensure proper implementation of construction methodologies, quality control systems, and safety protocols.
• Provide support in developing and reviewing construction schedules, progress reports, and method statements.
• Collaborate with planning, procurement, QA/QC, and HSE teams to support seamless project execution.
• Lead troubleshooting efforts for construction-related challenges and recommend corrective actions.
• Participate in constructability reviews and risk assessments during project planning and execution.
• Ensure all construction activities adhere to local codes, environmental regulations, and industry standards.
Requirements:
• Bachelor's Degree in Civil, Mechanical, or Structural Engineering (or related discipline).
• Minimum 8-12 years of construction experience, with at least 5 years in downstream refinery or petrochemical projects.
• Proven track record in managing construction works on large-scale EPC or brownfield/greenfield projects.
• Strong knowledge of Singapore construction regulations, MOM guidelines, and local HSE practices.
• Excellent leadership, coordination, and communication skills.
• Familiarity with construction tools/software such as AutoCAD, Navisworks, Primavera P6, etc., is a plus.
• Ability to work in a fast-paced environment with multi-disciplinary teams.
• Singaporean citizens or PRs preferred; work pass sponsorship available for exceptional candidates.

• PMP certification or equivalent project management credentials.
• Experience working with international EPC contractors.
• Familiarity with modular construction and pre-assembly strategies.
