Job Summary
Responsible for collecting and processing required background information for employees and supplemental personnel seeking access to plant facilities in accordance with nuclear access protocols. Gathers and processes initial access documents for Plant Access (PA) and Owner Controlled Area (OCA) access. Responsible for fingerprinting applicants and ensuring accuracy and completion of electronic form. Submits fingerprints to corporate security and electronically to the NRC. Also submits payment for these prints. Develops and maintains hardcopy and electronic records related to Fitness for Duty (FFD) and worker access processing. Will be required to maintain certifications as a Fitness for Duty Collector and complete required continuing training. Each station has a designated primary FFD collector who in addition to being able to perform the afore mentioned tasks, contacts supervisors to schedule random and follow up testing notifications. This individual also prepares and labels the quarterly blind specimens for shipment to the testing facility. This individual serves on the MRO staff by downloading and recording negative tests results, while forwarding positive results to the MRO via FFD Coordinator for further review. This individual also orders and inventories the necessary FFD supplies for the station. This individual serves as the primary FFD collection trainer for their respective station. Maintains databases to support security programs and manages access control entry and badging of authorized personnel. Terminates unescorted access and owner controlled area access as appropriate. Runs and distributes 31 day access review reports to management and takes appropriate action based upon reply which may include termination of access privileges. Serves as test proctor and administers the Minnesota Multi-Phase Personality Inventory (MMPI), provides test instructions to applicants. Ensures that all regulatory and security procedural requirements are met, prepares and distributes badges to employees/contractors approved for PA or OCA access. May be responsible for collection of urine, breath, and blood specimens as required by Nuclear FFD Program. Prepares and labels specimens for shipment to testing facility. Provides outage-processing support to other nuclear sites as needed.
This position may have Non-Dominion Energy Workers reporting directly to it.
Required Knowledge, Skills, Abilities & Experience
The knowledge, skills, abilities and experience required for entry into this job include the following:
Five (5) years of experience in administrative, nuclear protection services or nuclear station experience.
• Must be knowledgeable of 10 CFR 26 requirements and FFD policy and procedures.
• Ability to multi-task and possess strong organizational skills.
• Detail oriented and ability to follow and apply protocols and procedures for worker access.
• Must receive qualification training and must demonstrate proficiency before serving in the position.
• Become qualified to serve on schedule audits and self-assessments.
• Excellent verbal and written communication skills.
• Proficient with Microsoft office (Word, Excel, Power Point) Solid computer skills and ability to track and sort a variety of data.
• Must have a background which would not preclude a security clearance being granted.
• Education Level: Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education: High school graduate, Associate's degree preferred. Discipline preferred is Law Enforcement
