Role Summary
As a Contract Workforce Engineer, you will manage the end-to-end lifecycle of third-party contract personnel from market analysis and recruitment through mobilization, contract administration, and performance monitoring. You'll ensure that the right people are in place at the right rates and in full compliance with company policies, contributing directly to the safe and efficient delivery of client Production's objectives.

Qualifications & Experience Technical Skills: Proficiency with SAP (or equivalent procurement systems), GEP, MPP. Advanced Microsoft Office (Word, Excel, PowerPoint). Soft Skills: Strong communicator and negotiator. Analytical thinker with attention to detail. Proactive problem solver and effective team player.

As a Contract Workforce Engineer, you will manage the end-to-end lifecycle of third-party contract personnel from market analysis and recruitment through mobilization, contract administration, and performance monitoring. You'll ensure that the right people are in place at the right rates and in full compliance with company policies, contributing directly to the safe and efficient delivery of client Production's objectives.
Key Responsibilities
1. Recruitment & Mobilization
- Lead sourcing and selection of contract personnel through approved service providers.
- Maintain UpToDate market knowledge to secure top talent at competitive rates.
- Coordinate with Technical Teams to forecast workforce needs and prioritize mobilization plans.
- Ensure all mobilization paperwork (MRFs, PRs, POs, etc.) is complete and accurately recorded in our personnel tracking system.
- Draft, review and finalize service orders and contracts in line with company procedures and ethical standards.
- Adapt standard contract templates to address local requirements and project specifics.
- Issue contracts promptly, ensuring all approvals, justifications and supporting documentation are properly filed.
- Maintain a searchable database of active contracts, amendments, claims and renewals.
- Build and maintain relationships with staffing agencies and suppliers-participate in supplier quality meetings and negotiations.
- Conduct market studies, prequalify bidders, define target prices and evaluate commercial bids.
- Perform contract risk assessments and financial analyses of bidders.
- Serve as the primary liaison between Contracts & Procurement, Technical Entities and partner organizations.
- Provide clear contractual guidance to project teams and agency partners.
- Prepare accurate, uptodate recruitment and contract performance reports for leadership.
- Contribute to continuous improvement of recruitment and contracting processes.
- Adhere strictly to all Health, Safety, Environment & Quality (HSEQ) policies and legislation.
- Take proactive measures to eliminate risk to personnel, installations and the environment.
Qualifications & Experience
- Education: Bachelor's degree in Business, Human Resources, Science, Engineering or related field.
- Experience:
- Minimum 5 years in operational recruitment, workforce mobilization or contract management ideally in Oil & Gas.
- Proven track record with thirdparty service providers and multimillion dollar contracts.
