Description

The City of Richmond, Department of Public Utilities, is seeking a qualified Management Analyst. The selected candidate will support customer service operations for the city's high-volume commercial and industrial water and gas accounts, ensuring accurate billing, reporting, and compliance. The role involves conducting investigations, performing site visits, analyzing utility usage, and identifying opportunities to enhance efficiency and reduce losses. The incumbent will work closely with commercial customers in a concierge role, technicians, and internal stakeholders to ensure smooth service delivery and operational effectiveness. Additionally, this role includes educating customers about DPUs products and services so they become self-sufficient and good stewards of water and gas services, consumption, conservation, and efficiency.
Duties include but are not limited to

  • Support efforts to minimize lost and unaccounted-for usage in water and gas, ensuring billing accuracy.
  • Assist with customer support and technical assistance for major clients, including large commercial water and gas accounts.
  • Participate in budgeting, financial analysis, and performance monitoring in collaboration with senior managers.
  • Perform field inspections, oversee meter readings, and ensure proper billing for commercial accounts.
  • Assist in vendor contract negotiations and procurement processes.
  • Lead special projects aimed at enhancing operational efficiency and customer service.

Qualifications, Special Certifications and Licenses
MINIMUM TRAINING AND EXPERIENCE:
  • Bachelor's degree in business/public administration or field related to assignment
  • Two years of journey-level professional experience in area related to assignment, such as program/project management or management/policy/financial analysis
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
PREFERRED QUALIFICATIONS:
  • Operator Qualification (OQ) certification (required within the first six months of employment).
  • Additional certifications in utility management or energy services.
  • At least 1 year of experience in natural gas utility operations and billing processes.
  • Understanding of compliance standards and regulations in the energy sector.
  • Familiarity with high-volume commercial account management and customer service best practices.
  • Experience with budget preparation, financial reporting, and procurement processes.
  • Experience with contract negotiation and vendor management.
  • Ability to conduct field inspections and ensure compliance with safety and operational standards.
