HR Operations Manager

Location: Atyrau, Kazakhstan

An excellent opportunity has arisen for an experienced HR Operations Manager to join a leading organisation in the energy sector. This exciting role offers the chance to lead HR strategies, support major projects, and drive operational excellence within a high-performing and collaborative environment.

The HR Operations Manager will be responsible for the full spectrum of HR operational activities. The role focuses on implementing best practice HR strategies, managing employee relations, overseeing HR systems and policies, and leading recruitment and talent management initiatives. You will work closely with leadership teams to ensure HR practices are aligned with business goals, and you will help shape the future growth of the organisation by building strong HR foundations.

Key Responsibilities

  • Lead HR assessments and strategy development in support of the wider business objectives

     

  • Manage end-to-end recruitment, onboarding, and staff management processes

     

  • Develop, implement, and maintain robust HR policies, systems, and procedures

     

  • Provide expert consultation to managers and employees on HR policies, grievance handling, regulatory compliance, and dispute resolution

     

  • Oversee employee relations and performance management systems, including salary and review programmes

     

  • Design, deliver, and measure training and development programmes for staff and leadership

     

  • Maintain a confidential and compliant human resources information system

     

  • Lead process improvements to streamline HR operations and increase efficiency

     

  • Stay up-to-date with employment laws and ensure the organisation remains compliant

     

  • Advise management on equal employment opportunity matters and manage related issues

     

  • Support organisational change initiatives and talent management strategies

     

  • Maintain effective collaboration between HR and operational teams

     

Requirements

  • Bachelor's degree in Human Resources, Business Administration, or a related field

     

  • Minimum 8 years of professional HR experience, with at least 5 years in a relevant HR operations or leadership role

     

  • Previous experience within the GCC region is advantageous

     

  • Proven experience in leading HR operational teams and managing talent programmes

     

  • Strong knowledge of HR processes, policies, employment law, and compliance

     

  • Advanced proficiency with HRIS systems, ideally ERP platforms, for employee data management and reporting

     

  • Excellent analytical skills to interpret HR metrics and drive process improvements

     

  • Practical experience with process improvement methodologies such as Lean or Six Sigma is preferred

     

  • Exceptional interpersonal and communication skills, with the ability to build strong relationships at all levels

     

  • Demonstrated ability to work across multicultural environments with a collaborative approach

     

  • High level of discretion, integrity, and professionalism
