The Town of Front Royal is seeking an experienced and highly motivated individual to serve as the Manager of the Water Treatment Plant. This leadership role is responsible for the daily operations, maintenance, and regulatory compliance of the Town's water treatment facility, ensuring safe and reliable water service to our community. The Water Treatment Plant runs 24/7/365.

An employee in this position may be called upon to do any or all the following essential duties:

1. Oversee, supervise, management, and coordination of the day-to-day operations and maintenance of the TFR surface water treatment plant, raw water pumping stations, finished water pumping stations, and potable water storage tanks.
2. Ensure compliance with all local, state, and federal environmental regulations, including VDEQ and EPA standards.
3. Oversees, provides, and coordinates training of personnel in the operation of the WTP equipment usage and safety procedures and department policies ensuring the professional development of personnel to achieve the required license.
4. Ensure that federal and state compliance samples are collected and sent to the appropriate laboratories on a weekly, monthly, quarterly, and yearly schedule.
5. Prepare and maintain appropriate records and files.
6. Plan, schedule, supervise, and participate in the work of plant operators and mechanics.
7. Maintain chemical and material inventory order as required.
8. Oversee regular testing and logging of same.
9. Inspect the operation of the water plant to ensure conformance to standards and proper operation.
10. Approve adjustments in treatment.
11. Direct the maintenance and repair of plant equipment.
12. Supervise the installation of new plant equipment.
13. Enforce plant safety regulations.
14. Assist with plant personnel administration and training.
15. Maintain daily records and reports on chemical consumed, plant pumping, and other purification activities.
16. Assist in the preparation of requests for proposals; participate in bidding selection process.
17. Prepare department operating and capital budgets, monitors expenditures.
18. Serve as the technical advisor on water treatment issues and represent the Town in regulatory or public forums as needed.
19. Perform related tasks as required.

Requirements

• Education: High School Diploma or GED.
• Licensure: Possession of a valid Virginia driver's license.
• Certifications: Valid Virginia Class I Waterworks Operator license (or ability to obtain within a specified period).
• Strong knowledge of water treatment principles, chemistry, laboratory procedures, and equipment maintenance.
• Demonstrated leadership, communication, and organizational skills.
• Proficiency in using SCADA systems.

Work Environment

• The worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, atmospheric conditions, and wearing a self-contained breathing apparatus.
• The worker may be exposed to bloodborne pathogens and may be required to wear specialized protective equipment.

Physical Demands

• This is heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects;
• Work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels.
• Visual acuity is required for preparing and analyzing written or computer data, use of measuring devices, operation of machines, and determining the accuracy and thoroughness of work.
