Job Description

Position Overview
Under minimal supervision, responsible for overseeing the Nuclear Material Control and Accountability (MC&A) programs for the two Portsmouth/Paducah Project Office (PPPO) sites possessing reportable quantities of accountable nuclear material, ensuring compliance with DOE O 474.2A, Nuclear Material Control and Accountability. . Manages a team of direct reports to maintain a comprehensive, effective, and cost-efficient program to control and account for nuclear materials, including depleted uranium hexafluoride (DUF6). The specific work assignment may include duties or activities to support the organization in one or more of the following functional areas, in addition to other duties as assigned:
Functional:
  • Oversees the development, implementation, management, and conduct of a single MC&A Plan and dual site implementing procedures for both Portsmouth and Paducah, ensuring compliance with DOE Order (O) 474.2A, Nuclear Material Control and Accountability, and any specific guidance provided from the PPPO Officially Designated Federal Security Authority for conduct of nuclear material operations.
  • Serves as the primary liaison between site management, project teams, DOE line management, and external stakeholders (e.g., NMMSS, IAEA) for MC&A activities.
  • Manages the MC&A Plan, ensuring it accurately describes the program, critical system elements, and graded safeguards based on nuclear material categorization.
  • Directs the establishment and maintenance of Material Balance Areas (MBAs), key measurement points, and accounting systems, ensuring data integrity and timely reporting to NMMSS.
  • Ensure physical inventories conducted in compliance with DOE Order requirements and DOE contractual stipulations.
  • Ensures development and implementation of an internal review and assessment program to evaluate MC&A compliance of PPPO-contractor nuclear material operations.
  • Manages personnel training and qualification programs, ensuring all staff are trained and knowledgeable of their duties and responsibilities, such that both MC&A Programs are capable of meeting departmental requirements.
  • Oversees incident investigation and reporting per DOE O 470.1A, Safeguards and Security Program Operations Management, ensuring timely resolution of issues.
  • Coordinates with security, operations, and measurement organizations to integrate MC&A with site safeguards, safety, and emergency planning.
  • Reviews and approves procedures for change control, ensuring minimal disruption and compliance with DOE O 422.1.
  • Manages external transfers of nuclear materials, ensuring compliance with NMMSS User Guide requirements and shipper/receiver agreements.
  • Ensures Corrective Action Plans resulting from DOE issued security findings are submitted to DOE for approval and entry into the Safeguards and Security Information Management System (SSIMS) and reports quarterly progress of each finding until closed in SSIMS.

  • Exhibits advanced organizational skills to prioritize competing demands, implement time-management strategies, and ensure program compliance.
  • Administers superior written and verbal communication skills, with attention to detail in reporting and documentation.
  • Proficient in advanced PC skills, including Microsoft Office (Outlook, Word, Excel, PowerPoint), Adobe Acrobat, and nuclear material accounting software (e.g., LANMAS, SAMS).
  • Maintains judgment and discretion to safeguard sensitive information, potentially including classified national security data and/or company-proprietary information.
  • Applies analytical skills to assess risks, evaluate inventory differences, and develop corrective action plans.

Job Requirements

Minimum Requirements: (Must meet DOE Order 426.2 minimum requirements)
  • Bachelor's Degree in a relevant field (e.g., Nuclear Engineering, Physics, or related discipline) or equivalent.
  • 10+ years of related experience, including 5+ years nuclear or an equivalent combination of education and experience.
  • 4+ years of supervisory experience.
