Job Description
GENERAL DESCRIPTION
The Commissioners of the Land Office (Land Office or CLO) is an Oklahoma State Agency created by the original Oklahoma Constitution. The Land Office administers the school land trust funds to produce income for the support and maintenance of the common schools and certain public schools of higher education. The Land Office oversees the funds and proceeds derived from the sale, rental, disposal and management of school lands and other public lands under the rules and regulations prescribed by the Oklahoma legislature.
The Royalty Compliance Division (RC) of the Land Office is responsible for ensuring that the CLO is properly paid all royalties and other amounts due under its oil and gas lease contracts. It also performs other financial audits and analysis as requested by CLO Leadership. The CLO has over 4,000 oil and gas leases with over 30,000 lessees and over 300 different operators/payors. Annual revenues from oil and gas royalties averaged nearly $56 Million per year over the last three fiscal years.
This position is assigned to assist in ensuring compliance that royalties due to the CLO are paid completely, accurately, and timely in accordance with the Oklahoma Production Revenue Standards Act, the CLO's Mineral Lease Contract, Title 385 of the Oklahoma Administrative Code, and all other applicable rules and regulations. This position will do that by providing accounting audit analysis to royalty payments using data provided by operators/payors as well as data available from other state agencies and other sources as appropriate. Accounting audit analysis will be conducted using various software programs including Excel, IDEA, Power BI, and internally developed software and tools. Accounting audits will include assisting with existing periodic reports to identify potential compliance issues as well as working with internal and external stakeholders in correcting data submitted by operators and ensuring data accuracy as it is processed through the CLO. Duties may also include detailed financial audits as needed based on the findings of the periodic reports. This position will work very closely with other CLO functional areas in performing audits, including (but not limited to) the Financial Services Division and the Information Technology Division.

MINIMUM QUALIFICATIONS
- REQUIRED EDUCATION/EXPERIENCE
- Bachelor's Degree in Accounting, Finance, or a closely related field.
- A minimum of 18 semester hours in accounting, auditing, or tax.
- One (1) year of professional experience in regulatory accounting, tax compliance, or financial reporting within the oil & gas industry with knowledge of the industry and terminology.
- NOTE: An equivalent combination of education and experience will be considered, substituting one year of the qualifying experience for each year of the required education.
- Bachelor's Degree in Accounting, Finance, or a closely related field.
- PREFERRED EDUCATION/EXPERIENCE
- Candidate working toward certification as Certified Public Accountant (CPA), Certified Managerial Accountant (CMA), Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE) or similar industry-recognized certification for accounting or auditing.
- 3 semester hours (or more) in statistical sampling (may apply toward the 18 semester hours above).
- Experience in preparing financial audit reports for use in litigation.
REQUIRED KNOWLEDGE/SKILLS/ABILITIES
- Required knowledge of Microsoft Office suite of products including Word, Outlook, Excel, and Teams. Advanced Excel proficiency (pivot tables, VLOOKUPs, macros, and complex formulas) to drive royalty calculations. Knowledge of Adobe Acrobat. SQL knowledge a plus.
- Strong understanding of oil and gas accounting principles and practices. Ability to investigate and resolve discrepancies in financial records.
- Strong analytical and problem-solving skills and ability to interpret complex royalty calculation reports.
- Ability to perform analysis utilizing technical data to include computer skills in database management with an emphasis on the ability to read, understand, and analyze production reports commonly found within the oil and gas industry.
- Excellent organizational and time management skills with the ability to work under tight deadlines. Ability to set priorities and deadlines and able to adjust priorities as workflow requires.
- Ability to communicate with, establish and maintain effective working relationships with operators, lessees, and other CLO customers through communication that expresses facts and opinions clearly and concisely. Proficient in verbal and written communication to include electronic and telephone communication with an emphasis on being able to work with external parties to resolve reporting and payment issues.
- Ability to work collaboratively in a diverse and demanding environment to include communicating with, establishing and maintaining effective working relationships with fellow employees in a number of functional areas.
- Knowledge of various record keeping methods relating to oil and gas leases and contracts and how to implement audit tools and procedures to ensure accuracy.
- Ability to evaluate and interpret mineral leases, contracts and agreements in compliance with state laws and regulations; to include the ability to analyze secondary recovery units and apply the appropriate accounting principles.
EXAMPLES OF WORK PERFORMED & ESSENTIAL FUNCTIONS
- Examine and analyze oil and gas accounting records to ensure accuracy, completeness, and compliance with CLO and State of Oklahoma reporting standards.
- Develop and maintain Excel-based models and templates for royalty calculations and reporting.
- Collaborate with internal teams to resolve discrepancies and improve reporting accuracy.
- Analyze data associated with oil and gas royalty reporting for compliance with CLO regulations for the purpose of ensuring proper payment.
- Takes the lead in communicating with external stakeholders to resolve discrepancies and recommend solutions both internally and externally to minimize future reporting issues. Prepares correspondence relating to the audit findings to lessees and other stakeholders. Communicates with lessees, royalty remitters and other interested parties. Works to build cooperative relationships with end users.
- Follows established standards for royalty audit functions along with meeting critical target dates. Recommends internal control review processes to ensure accuracy in reporting and data collected.
- As needed, assists with the late payment interest (LPI) billing process, gap in payments (GAP) report process, long/short exception report process and other routine audit operations, to include evaluating said processes for improvements, automation, or other efficiency or effectiveness criteria.
- Serves as the primary liaison between the Royalty Compliance Division and the Financial Services Division.
- Assists with or performs special audit projects as assigned.
