Position: Procurement Officer
Location: Ras Laffan, Qatar
Contract Type: Long-term Contract
Overview:
We are seeking a Procurement Officer to coordinate and execute procurement activities related to tendering, purchase orders (PO), and contract administration in accordance with internal policies and procedures. The role involves working closely with internal and external stakeholders under the supervision of the Procurement Management hierarchy, ensuring that procurement processes are efficiently executed.
Key Responsibilities:
Procurement Activities:

Preparation of Bidders List and Tender Documents: Assist in creating a comprehensive bidders list and prepare necessary documentation for tenders.

Tendering Process: Issue tender enquiries, prepare open/limited tender documentation, and manage the technical and commercial evaluation of suppliers.

Vendor Discussions: Engage in technical and procedural discussions with vendors/suppliers as required.

Tender Evaluation: Evaluate tenders and submissions, and present findings to the Tender Committee for approval.

Purchase Orders & Agreements: Issue purchase orders and supply/services agreements based on successful tenders and evaluations.

Vendor Relationship Management: Maintain and establish professional relationships with vendors and suppliers.

Procurement Filing System: Regularly update the procurement filing system to ensure easy access to records and information.

Advanced Excel Skills: Comfortable working with advanced Excel features to manage procurement calculations and reporting.
Reporting & Compliance:

Reports and Statements: Prepare and submit departmental reports in a timely and accurate manner as per company policies.

Compliance Monitoring: Ensure adherence to procurement procedures, policies, and relevant regulations for all procurement activities.

SAP & E-Procurement: Fully utilize SAP and e-procurement platforms for tendering, price enquiries, PO and contracts establishment, invoice monitoring, and expediting.
Operational Support:

Support Senior Procurement Team: Assist the Senior Category Officer, Senior Procurement Officer, or Procurement Management as required in managing procurement processes.

Supplier Negotiations: Participate in vendor negotiations, working toward beneficial agreements/contracts for the company.

Market Trends Knowledge: Stay updated on current market trends to support effective supply chain operations.

Supply Agreements: Plan and establish long-term supply agreements and implement tendering plans for various materials categories.
Qualifications, Experience & Skills:
Minimum Qualifications:

Bachelor’s Degree in Engineering (Mechanical preferred) or equivalent from a recognized university.
Minimum Experience:
-
7 years of experience in procurement, ideally in the Oil & Gas or Petrochemical industry, with a specialization in maintenance services and Turnaround tenders/contracts.

Experience in Middle East/Gulf is preferred.

Hands-on maintenance, operations, or production experience in the same industry is desirable.
Job-Specific Skills (Generic/Technical):

Fluent in written and spoken English.

Strong computer skills and proficiency in MS Office (advanced Excel preferred).

Knowledge of logistics, shipping, and freight terms and conditions.

Ability to express complex ideas and instructions clearly in writing.

Experience with SAP or similar procurement applications.

Strong knowledge of contract terms, documentation, and purchase order procedures.

Experience in vendor negotiations and understanding market trends for procurement activities.

Capable of working independently with minimal supervision, demonstrating problem-solving and decision-making skills.

Ability to collaborate effectively with internal teams (e.g., Finance, User Departments) and external vendors/contractors.
