About the Role
We are looking for a highly experienced Programme Manager to lead and oversee the successful execution of client-facing IT solution deliveries and technical mobilisations and demobilisations. This role may involve managing multiple IT projects, ensuring high-quality assurance, maintaining strong client relationships, and aligning technical design and project outcomes with goals.
The ideal candidate will have a strong IT solution management background, and will have experience of delivering technology platforms, ideally for the Public Sector. The role requires a deep understanding of best practice design, develop, test and deployment processes and methodologies, and will require excellent soft skills such as leadership, problem-solving, and communication. The role holder will be expected to be an expert in standard project management techniques applied to IT builds, such as project governance, risk management, and stakeholder engagement.
The role holder will have line management responsibilities and will be required to communicate and align initiatives across multiple projects and programmes, some of which may not be in their scope of delivery. Therefore, a proactive and team focused approach will be required, alongside excellent collaboration and internal influencing skills. The role holder will need a detailed and in-depth knowledge of assurance and security management best practice.
Core Responsibilities:
Lead the end-to-end management of client delivery projects, ensuring scope, timeline, and budget adherence while maintaining high-quality standards.
Serve as the primary point of contact for predominantly Public Sector / Central Gov / MOD clients, fostering strong relationships, managing expectations, and ensuring high customer satisfaction.
Plan and allocate resources effectively to ensure successful project execution and timely delivery of the solution, including its compliance, CSR, and sustainability modules.
Collaborate with cross-functional teams, including development, operations, business stakeholders, and third-party vendors, to ensure successful project execution.
Define project objectives, success criteria, key performance indicators (KPIs), and risk management strategies.
Develop and maintain detailed project plans, schedules, and status reports, ensuring transparency and accountability.
Drive project governance, including stakeholder reporting, change management, and issue resolution through structured frameworks.
Identify, assess, and mitigate project risks, proactively resolving challenges to ensure smooth project delivery.
Implement best practices in project management methodologies (Agile, Scrum, Waterfall, or hybrid approaches as appropriate).
Lead decommissioning efforts where required, ensuring seamless transitions and risk mitigation.
Ensure compliance with contractual obligations, industry regulations, and business policies while continuously seeking process improvements.
Communicate and collaborate across projects and programmes, and with the BAU service delivery team.
Lead project lessons-learned initiatives to drive continuous improvement and innovation.
Professional Experience & Qualifications Required
Essential:
Recognised Delivery Accreditation (PRINCE2, MSP, Scrum Master, Agile).
8+ years of project management experience, with a strong focus on client-facing projects in industries such as IT, software development, consulting, or professional services.
Knowledge and experience of the Public Sector technology programmes.
Proven ability to manage multiple complex projects simultaneously in a fast-paced, high-pressure environment.
Experience of working with operational teams in demanding, delivery focused environments.
Experience of creating and managing effective governance, internal and external.
Excellent leadership, communication, and stakeholder management skills.
Strong problem-solving ability and a proactive approach to risk management.
Strong stakeholder management and client relationship skills, with a demonstrated ability to manage expectations and deliver high-quality results.
Proficiency in project management tools (e.g., Jira, Asana, Microsoft Project, SmartSheet).
Experience working with Agile, Scrum, and/or Waterfall methodologies, with the ability to tailor approaches based on project needs.
Excellent problem-solving, negotiation, and leadership abilities, with a focus on driving results.
Strong verbal and written communication skills with an emphasis on client engagement, presentation, and reporting.
Experience in financial management of projects, including budgeting, forecasting, and cost control.
Ability to think innovatively and apply creative problem-solving techniques to project challenges.
Desirable:
Bachelor's or Master's degree in Computer Science, Information Technology, or related field.
Knowledge of ITIL frameworks, with relevant ITIL certifications preferred.
Full UK driving licence (plus own transport).
Experience of oversight of multi-component system integrated with other organisations.
Familiarity with software development life cycle (SDLC), cloud technologies, and ITSM tools (e.g., ServiceNow, Jira, Azure DevOps).
Experience in maintaining, monitoring and evolving OLAs (Operating Level Agreements) between service delivery teams.
Good understanding of operational workflow components of the deployed platforms and how they interoperate.
This role will be a highly visible role and therefore there is an expectation on 2-3 days per week in either Leatherhead or Swindon.
