The Lead Procurement Specialist is responsible for performing sourcing activities on large industrial capital projects. Lead Procurement Specialist are assigned to sourcing events of highly criticality materials, equipment, and subcontracts. They also support complex purchasing activities for more complex materials, equipment and subcontracts within the realm of the Procurement Coordinator III position, as needed.
Responsibilities
What you'll do as a Lead Procurement Specialist:
• Responsible for sourcing activities for both estimating support in the deal development phase as well as procurement execution activities, during the life cycle of a project, from RFP solicitation through the Award phase
• Perform commercial evaluations of Bidders proposals, facilitate technical evaluations, conduct negotiations, and formulating recommendations of award
• Engaging and maintaining Supplier relationships on awarded contracts, communicating with key internal and external stakeholders and maintaining overall transparency with the Project Management Team (PMT)
• Posses an understanding of standard contract terms and conditions and facilitate contract formation
• Negotiate with suppliers to obtain the overall best deal and risk profile for the enterprise
• Participate in Supplier and subcontractor handoff meetings
• Maintain knowledge in specific IT support systems (Oracle, PPMS, Document Control, Aconex)
• Participate in weekly project and department procurement meetings, as required
• Manage workload efficiently in a fast-paced environment focused on standard and complex technical purchases with opportunities to advance towards more complex high-profile items as experience is gained and stronger skills are demonstrated
• Lead the procurement execution for standard and medium criticality sourcing events by conducting research & development of sourcing strategies,, development of Supplier lists while managing the RFP effort through the Award phase
• Deal Development phase estimating support from receipt of proposal through proposal submittal
• Maintain knowledge of procurement processes and procedures and execute accordingly
• Interface and manage strong internal and external relationships (Suppliers, Engineering, and Project Management Team personnel)
• Travel to project site as needed to participate in Supplier kick-off, closeout and clarification meetings (25% or less)
• Other duties as assigned
Qualifications
Nuclear Project Procurement experience:
• Preferred large industrial construction procurement experience
• Prefer experience in multiple industrial market sectors, including nuclear
• Prior experience interfacing with client and engineering entities preferred
PHYSICAL DEMANDS:
Employee will be required to communicate in person, via telephone, email, use of arm/hand steadiness, manual dexterity, finger dexterity, multi limb coordination, oral expression, and comprehension. May be required to lift, carry and move objects safely.
WORK ENVIRONMENT:
Work will be in a conservative corporate office environment operating and functioning at a fast pace. Working out of cubicles near other various colleagues who are also in cubes. Some may refer to these workspaces as cube farms. Our corporate campus includes an on-site café with various daily breakfast, lunch and snack-time selections, a sizeable fitness center equipped with various state of the artwork out equipment & weights, outdoor walking/jogging-path, herb garden, basketball half-court, sand-volleyball court, soccer field, as well as a clinic with a certified nurse practitioner. Office noise will be low and generally consist of cube neighbors' phone-calls, conversations and/or laughter. You can expect people to treat you with friendliness and respect throughout the Zachry campus.

Qualifications
- Bachelor's degree
- 5-10 years of related experience
- Experience with NQA1 processes and procedures
- The ability to work independently and to forecast / plan work to be completed.
- The ability to work in a fast-paced environment, complete work in a detail-oriented manner and provide accurate work product.
- Experience using Microsoft Office Productivity tools (Office 365, SharePoint, Teams, etc.) (preferred)
- Experience in creating document templates and workflows in digital platforms such as DocuSign and Adobe
