Description
Under general administrative direction, is responsible for planning, directing, and overseeing the activities and operations of the Electric Utilities Department; negotiating and contracting for power supply related contracts including Power Purchase Agreements (PPAs);managing the electrical transmission and distribution, electrical substation and metering, utility administration, engineering/design, operational technology, compliance, and utility operations divisions; and serving as a member of the City's Management Team, working collaboratively with City Management and other department leaders on strategies and policies to accomplish the City's mission, strategic plan and other Council priorities.
Principal Duties
Qualifications
Required: Bachelor's degree in electrical engineering or a related field; and ten (10) years of increasingly responsible experience in the electric power industry, including five (5) years leadership experience; or an equivalent combination of education and experience
Valid Texas Driver's License
Experience should include power system planning, engineering design and project management as related to distribution, transmission, substation or protection and control systems
Experience in project/consultant management, project review, and capital planning
Thorough knowledge of and experience in design and repair or rehab of electric substation, distribution, transmission, and relay and control systems
Demonstrated ability to communicate effectively both verbally and in writing
Must maintain a residence within a 40-minute response time of the Utility Service Center within 6 months of employment
Preferred: Texas Professional Engineer (P.E.) License
Experience in Transmission and Distribution Operations
Experience with negotiating and administering power supply and construction-related contracts

Principal Duties
- Direct management of all electric utility functions to assure adequate power supply and system resources are available to meet customer demands to include organizing, assigning, supervising, and directing work of Superintendents and Division Managers engaged in the delivery of electrical services, administering Compliance requirements, and administrative functions.
- Analyze business needs and develop short- and long-range strategies, goals, programs, and action plans to meet those needs, including a rolling five-year capital improvement plan; research, analyze, and make recommendations for cost effective improvements in departmental operations; and design, administer, and evaluate departmental programs and services.
- Review, as necessary, the rate structure and schedules, direct rate studies, and provide recommendations to city council for rate changes.
- Provide leadership in developing and administering departmental policies and procedures, ensuring that employees follow established policies and procedures and implementing City Council and Management Team decisions.
- Direct and oversee the preparation and administration of departmental budget, manage financial operations and monitor revenues and expenditures, ensuring adherence to established policies, procedures, and guidelines.
- Responsible for the full range of supervisory activities including selecting, training, evaluating, counseling, terminating and making disciplinary recommendations.
- Serve as official departmental representative to other City departments, City Manager's Office, elected officials and outside agencies; negotiate and resolve sensitive, significant, and controversial issues and oversee the investigation and disposition of complaints.
- Direct the preparation of technical and administrative reports; present reports and recommendations to the City Manager and City Council.
- Establish sound working relationships and work collaboratively with City Management and other members of the executive Management Team, to include but not limited to, serving as a member and participating in collaborative efforts towards achieving financial objectives, Council directives, and other goals and objectives to meet the operational needs of the City.
- Perform other related duties as required.
