Job Summary:

In this role you will support our U.S. Department of Defense (DoD) clients in the development and execution of energy resilience and redundancy initiatives that leverage third-party development on DoD land. The Energy Resilience Program Manager is responsible for assisting Department of the Navy (DON) clients in the implementation of strategic energy projects that ensure mission-critical installations maintain uninterrupted electrical distribution and operational readiness at all times. This individual will support the government by providing technical and programmatic expertise across a variety of energy generation technologies-both traditional and emerging-with a focus on creating best-value solutions that enhance resilience, reduce risk, and support national security priorities.

The Program Manager will facilitate stakeholder engagement with government, industry, and utility partners to identify and implement energy solutions that utilize underutilized DON land. This may include the development of on-site generation and infrastructure upgrades through innovative third-party financed models. A deep understanding of energy requirements, technology options, and the unique nature of DoD mission assurance is critical to success in this role.

Experience shall include a minimum of five (5) years' experience in energy project development or management, preferably involving complex infrastructure projects and third-party financing. Candidates should demonstrate experience working with federal energy policy, utility systems, and an understanding of distributed energy resources, microgrids, renewables, and energy storage technologies. Familiarity with military installations, mission-critical operations, and DoD energy mandates is strongly preferred.

The Energy Resilience Program Manager will work with the Program Manager on monthly project reports, technical inputs, project tracking, and client management to ensure project timeline, scope, and budget are met.

In this role, you will:
  • Support the Department of the Navy's efforts to enhance energy resilience and redundancy through third-party financed energy projects.
  • Provide technical subject matter expertise on distributed energy generation technologies including (but not limited to) solar, wind, battery storage, fuel cells, and microgrids.
  • Analyze mission assurance requirements and installation energy needs to help identify opportunities for third-party development.
  • Facilitate engagement efforts between DoD stakeholders, utility providers, developers, and community partners.
  • Conduct research, feasibility studies, technology evaluations, and cost-benefit analyses to support decision-making.
  • Develop project deliverables including technical white papers, RFIs, presentations, and executive briefings.
  • Assist with drafting Performance Work Statements (PWS), Requests for Proposals (RFP), and related acquisition documents.
  • Execute onsite partner and client meetings; approximately 20% travel is required.
  • Track project progress and ensure alignment with federal energy mandates, DON priorities, and installation-specific goals.
  • Support continuous process improvements and knowledge transfer across similar DoD energy initiatives.
  • Perform other related duties as assigned by management.

You will be a great fit if you have:
  • Bachelor's Degree (BA/BS) in Engineering, Energy Systems, Environmental Science, or a related technical field.
  • 5-8 years of relevant work experience, ideally in the federal energy sector or with DoD clients.
  • Preferred military experience or prior support to military installations.
  • Strong knowledge of distributed energy systems, utilities, and energy resilience strategies.

Location: Washington, DC

Travel: Roughly 20% travel is required. 2-3 days a week will be spent on site at Washington Navy Yard or Pentagon.
