Job Description for Lead Discipline Engineer II Telecom & Security
JOB PURPOSE
Responsible for all engineering activities in one or multi discipline for specific projects in
accordance with contractual requirements (design, budgeted hours, schedule etc.) by leading
a team of Engineers/ Designers and by coordinating with other departments and external
agencies.
ROLE DIMENSION
Supervision & Management of a medium size team (Specialist Engineers, Designers,
Draftsmen)
KEY INTERACTIONS
• Internally: Project Manager, Engineering Manager, other discipline Lead Engineers,
project support functions such as Procurement, subcontracting & Planning, Document
controller, Site Manager
• Externally: Audit & certification, Clients, Partners.
REQUIREMENTS & EXPERIENTIAL LEARNINGS
Engineering degree; acceptable for registering with Saudi Council of Engineers (SCE).
Experience in engineering including experience as lead discipline or discipline
department engineer. Saudi Aramco and local clients experience will be an advantage.
Familiarity with all technical aspects of the discipline (Basic, FEED and Detail engineering,
conversant with workflow for developing related deliverables, engineering practices,
calculation methods, etc.)
Construction experience on plant site.
Management and leadership skills
Interpersonal and influential skills
Project management experience
Fluency in English
Experience in design and execution of projects as discipline lead in conventional energy
projects or new energy transition projects, with:
15years minimum of total general experience for oil/gas, hydrocarbon, refinery,
offshore, or infrastructure industries, out of which:
08years minimum of specific experience in Oil & Gas.
03years minimum of specific experience in EPC projects.
Preferably certified for BICSIRCCD, ASIS PSP, industrial security, functional safety and/or
experience with KSA HCIS protocols.
Familiarity with all technical aspects of the discipline and experience in most of them [i.e.
Integrated Security Systems , LAN & WAN , Structured Cabling ISP, OSP, Public Address
& General Alarms (PAGA), Siren System, Telephone and Intercom System, GSM System,
Radio System, Transmission System, Pipe Leak Detection System, etc). Conversant with
studies like Radio/GSM/RADAR coverage study, Security Risk Assessment for Industrial
Security Systems, Acoustic Study for InPlant Communication System & Wide Area
Alerting System, etc.

MAIN ACCOUNTABILITIES
• Establishes Discipline QHSE plan and defines discipline objectives, team role, execution
plan, surveillance plan, work process in accordance with project objectives and TEN
procedures.
• Is responsible for performing activities and issuing deliverables in accordance with
project schedule, quality, contractual requirements, and execution plan.
• Is responsible for establishing team organization and managing mobilization plan in
accordance with budget and Workfront in coordination with head of department.
• Supervises internal/external subcontracted engineering activities as per project
execution and surveillance plan.
• Checks or/and approves discipline deliverables.
• Manages and controls schedule and progress.
• Controls man/hours budget and identifies internal change request (EICR).
• Identifies technical risk & opportunities to cope with project objectives in terms of cost,
quality, and schedule.
• Consolidates & ensures awareness of input and output data for the discipline.
Coordinates with other engineering, process/HSE disciplines, procurement,
construction, subcontract, commissioning, and other project supports for the disciplines
activities.
• Identifies optimized technical/economical solutions in coordination with other
disciplines. Validation (and arbitration as necessary) by Project Engineering Manager.
• Manages the team to ensure that all members are aware of assigned work and comply
with DQHSEP, objectives & TEN work process.
• Monitors discipline KPI.
• Performs reporting to Discipline Department Manager / Project management.
• Represents the company towards clients, partners, subcontractors, vendors, and third
parties for technical subjects in his/her discipline. Support by Project Engineering Manager as
necessary.
• Manages and controls material quantities with regards to Price sheet budget and
proposes mitigation/proactive actions to control the quantity increase.
• Ensures issuance of the MTO Report for the discipline.
• Supports the Discipline manager in implementation of the Digital initiatives in the project
as required time to time.
• Establishes project close out and lessons learned.
• Provide performance assessment and feedback for personnel in their team.
• Support Department/Company Improvements Initiatives on tasks and processes
optimization and contribute to its achievement.
• Support enhancing and maintenance activities for the department Body of Knowledge
(i.e. procedure, standards, templates, etc.).
• Supports the development and continuous improvement of Company Procedures and
Standards.
• Provides guidance, monitors and gives feedback to younger engineers.
• Attends training sessions planned by company.
• Observes HSEQ directives and recommendations.

Factory inspection and/or acceptance test witness
