Description
Under general supervision of the Wastewater Crew Leader, performs semi-skilled work requiring basic operation of equipment for the City. Position generally functions as part of a crew engaged in installation, maintenance, and repair of municipal water and wastewater lines. Employees in this class possess dexterity and manipulative ability, utilize a variety of hand tools and equipment in the performance of tasks, and usually work in adverse environmental conditions. Position ensures the proper functioning and care of assigned equipment.

Merit Increases/Pay for Performance
Non Sworn civilian employees are eligible for a 4% merit increase annually and after reaching the max of the pay scale, are eligible to receive a 4% lump sum each year on their anniversary date.
Sworn officers are eligible for a 5% increase annually and after reaching the max of the pay scale, are eligible to receive a 5% lump sum each year on their anniversary date.

Health, Dental and Vision Insurance
Medical, Dental and Vision is available for purchase for full time employees. Coverage goes into effect on the 31st day.
Life and AD&D Insurance Coverage
Basic Group Life Insurance and Accidental Death and Dismemberment protection is provided to eligible full-time employees in the amount of one time the annual salary up to a maximum of $50,000 for each benefit. Additional Life and AD&D may be purchased up to 2 x annual pay.

Sick Leave

Texas Municipal Retirement System (TMRS)-2:1 match.
A required 7% of gross earnings are deducted each pay period and deposited into the member's account. Upon retirement, the City will deposit it's portion of the matching funds at 14%.
The City also participates in Social Security.
Deferred Compensation
The City of Rockwall offers an optional deferred compensation 457 plan in which employees can contribute a portion of their salary, before taxes, to a retirement account.
Longevity
After completing one year of continuous service, employees will receive $5/month for Longevity Pay. This benefit is usually paid out each December.
Supplemental Benefits
The City of Rockwall also offers optional programs that include Short and Long Term Disability through AFLAC.
Flexible Spending Accounts
Participation in Flexible Spending Accounts through pre-tax payroll deduction for Health and Dependent Care expenses is also available for full time employees.

Description

- Must to able to communicate in a professional manner with supervisors, co-workers, and citizens.
- Operates equipment with basic level of skill, i.e., various trucks, backhoes, jackhammers, concrete/asphalt cutters, water/wastewater equipment.
- Performs excavation duties in the installation, maintenance and repair of municipal water/wastewater.
- Inspects assigned equipment for safe and efficient operating condition by inspecting prior to and after use.
- Ability to enter data in departments work order software system and utilize mobile data technology.
- Performs regular and preventive maintenance, and minor repair on assigned equipment.
- Utilizes various manual, gas, and hand-held electrical tools and equipment in the performance of assigned tasks, i.e., saws, hammers, shovels, air tools.
- Sets up traffic control devices such as signs, barricades, and cones.
- Installs and/or repairs water and irrigation lines, and repairs/replaces fire hydrants and valves.
- Functions on call for emergency stand-by duties and repairs.
- Ability to cooperate and take direct instructions from Crew Leader.
- Required to report for work punctually, work all scheduled hours, and any required overtime as deemed necessary. Must maintain a physical condition and standards necessary for the proper performance of duties, with or without accommodation.
Education and Experience
- High school diploma, GED, or vocational training; supplemented by (1) one to two (2) years work experience that demonstrates the ability to safely and effectively operate the aforementioned equipment and machinery; or an equivalent combination of education, training, and experience.
- Must possess a State of Texas Class A CDL driver license with a tanker endorsement or ability to obtain within twelve (12) months of employment.
- Must possess or obtain, with 12 months of employment, a State of Texas TCEQ Class II Wastewater Collection License and obtain a Class C Water Distribution License within 24 months of employment.
