Primary Purpose:
Under the direction of the Director of Facilities & Maintenance, the Energy Manager shall establish accountability for energy consumption at every level in the school district. The Energy Manager is responsible for developing and monitoring the district's energy management program under board-level policy and the Superintendent's guidelines for the purpose of reducing utility consumption and other building operations related costs.
Qualifications:
Education/Certification:
Bachelor's Degree preferred
Master's Degree preferred
Special Knowledge/Skills:
Knowledge of energy management program development and implementation
Independent work ethic
Good judgement in implementation of policy
Ability to use database, spreadsheet, energy accounting, and building automation software
Ability to implement policy, procedures, and data systems
Ability to analyze and interpret technical data and communicate it to non-technical individuals
Ability to read various forms of written materials and must be able to recognize different signs and symbols including blueprints and schematics
Persuasive, strong communication skills
Possess a large measure of diplomacy, organization, and interpersonal skills
Ability to communicate verbally and in writing in a positive manner
Knowledge of Heating, Ventilation, and Air-Conditioning (HVAC) systems
Experience
Three (3) years professional experience in the district or in a close related field
Experience and/or knowledge in planning and coordinating various activities
Major Responsibilities and Duties:
Supervises and evaluates the performance of assigned personnel and programs.

Ability to communicate effectively (verbal and written) Frequent district-wide travel; occasional prolonged and irregular hours; work indoors and outdoors to conduct on-site inspection of all facilities and construction projects; work around machinery with moving parts; work on ladders or scaffolding; able to lift 50 pounds.

Major Responsibilities and Duties:
- Track and monitor all utilities (water, gas, electric) on software program.
- Audit District campuses to ensure efficient energy management, including monitoring that the equipment is off during unoccupied times and the buildings are operating efficiently during occupied times. Provide reports with supporting data and recommendations.
- Investigate cost efficient equipment (HVAC and lighting) to provide input for the purchase of products which energy consumption in remodeling or existing facilities.
- Implement holiday, weekend, and seasonal campus shut-downs.
- Work with architects and engineers to ensure that all HVAC equipment and lighting is cost effective and energy efficient in new construction and renovations, offer recommendations for building envelope to ensure energy efficient design.
- Negotiate rates with local and regional utilities.
- Analysis/examination of routine energy billing to the district.
- Coordinate with the Director of Facilities & Maintenance and designees for installation and/or repairs of energy management systems to ensure optimum performance of HVAC and other mechanical systems.
- Assist with district's parameters and time schedules for computerized energy management system to ensure operating efficiency. Update as necessary.
- Work with the building and maintenance personnel on proper operation of systems and equipment. Attend all scheduled in-services on energy management system(s).
- Serve as district representative at management-level meetings, seminars, and conferences relating to energy use and conservation.
- Advise, assist, and make recommendations regarding on alternate energy sources, consumptions and general energy conservation measures.
- Develop and maintain contact with federal and state agencies and monitor state and national energy policy trends.
- Provide input on contractual support activities (capital projects) related to energy management and the purchase of any products that affect energy consumption.
- Prepare energy requirement estimates and budget allotments for all district facilities and develop procedures for efficient utilization of energy sources.
- Maintain all electrical, natural gas, and water consumption data.
- Maintain records of federal, state, and local energy conservation grants received by the district.
- Perform regular "walk-through" audits of all the district's facilities to ensure operating efficiency, optimum educational environment and compliance with district's energy policy.
- Implement the weekday, weekend, holiday, and summer shutdown checklist for every building in the district.
- Coordinate with the Facilities & Maintenance departments to provide efficient energy usage by custodial staff during summer work programs.
- Implement energy management systems parameters, setbacks for every building on weeknights, weekends, holidays and summer recess strict.
- Ensure that the district is on proper utility rate schedule and is receiving correct billing.
- Review/analyze/negotiate bids, contracts, payments, bills/billing cycle, and other financial documents related to energy management projects, utilities usage, waste/recycling usage, and the purchase of all energy management equipment and supplies.
- Maintain compliance to all city, state, and national codes.
- Ensure district participation in any rebate program offered.
- Establish, develop, implement, and maintain a program involvement to promote energy conservation through positive feedback to all levels of the district and involve all personnel and students in taking ownership for success of program.
- Participate in community activities which foster rapport and mutual respect between the district and the community.
- Develop, use, and evaluate, ideas and/or innovative approaches to improve job performance.
- Seek, accept, and respond to evaluate feedback from supervisors and end users, utilizing data for improvement.
- Perform all other duties as assigned.
