The Operations Supervisor will be based in Spring, TX, and is responsible for the day-to-day NGL pipeline operation and maintenance for their area of responsibility. The role is responsible for ensuring safe, compliant and reliable system operation through the use of efficient processes and best practices.

Responsibilities May Include:
  • Ensuring the safe, effective and efficient performance of operation and maintenance activities
  • Ensures conformity with Company standards, procedures, practices, and policies
  • Works with Scheduling, Pipeline Control, and other support groups to provide a superior level of service to each of our customers
  • Supervises and monitors area staff to ensure each employee is competent to perform assigned job duties
  • Responsible for NGL pipeline systems, pump stations and meter stations
  • Maintains a working knowledge of environmental regulations and Company policies concerning the handling and disposal of hazardous and non-hazardous waste
  • Knowledge Emergency Response processes and procedures
  • Identifying process improvements and optimizing the systems
  • Recommend capital improvements and replacements, and asset retirements
  • Manages the daily and periodic administrative tasks incidental to area operations and maintenance such as the preparation or verification of operating and maintenance reports, accounting records, receipt and delivery tickets, and other documents required by the Company or government entity
  • Participates in periodic internal and outside agency audits to ensure full compliance with all applicable federal, state and local statutes, regulations and requirements
  • Manages area spending to stay within approved budgets and assist in the preparation of annual budgets
  • Consistently assess workforce and equipment for Strengths, Weaknesses, Opportunities, and Threats
  • Create and execute action plans accordingly

Required Qualifications:
  • Legally authorized to work in the job posting country
  • High school diploma or GED equivalent
  • 5 or more years of operating experience in the midstream industry
  • Must maintain a valid driver's license
  • Willing and able to travel overnight 15% of the time

Preferred Qualifications:
  • Previous supervisory/leadership experience
  • Prior liquid pipeline operating experience and knowledge
  • Pipeline maintenance experience, including hot tap and stopple
  • Pump Operation
  • Familiar with DOT and PHMSA regulations
  • Ability to read and understand system maps, fluid flow, piping design, distributed control systems (DCS), SCADA design and process control basics

Midstream

The Phillips 66 Midstream business is a safe, reliable, and trusted provider for the movement, storage, gathering, and processing of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 70,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. Our capabilities include extensive natural gas gathering and processing operations, enhancing our wellhead-to-market strategy. We also provide the connectivity between the various Phillips 66 business units.
