The Utilities Work Coordinator - Oso Wastewater Plant will ensure safe, efficient and effective operation of one or more large or medium sized wastewater treatment plants as defined by the USEPA. The Work Coordinator will ensure that wastewater treatment plant effluent meets the limits of all regulations including but not limited to those associated with the Clean Water Act, Clean Air Act, and other rules and regulations promulgated by the USEPA, TCEQ and other regulatory agencies.

Responsibilities
• Prepare monthly reports required by discharge permits. Respond to requests of regulatory agencies regarding facility inspections and permit violations
• Oversee performance of sampling and analysis of wastewater in various stages of the treatment process and ensure proper protocols are in place for wastewater treatment process control
• Assist in development of operating budgets
• Monitor purchases of materials and equipment to maintain quality control and compliance with financial policies
• Maintains adequate supplies of all materials and equipment, including wastewater disinfection and sludge de-watering chemicals for one or more wastewater treatment plants
• Screen and approve work requests, establish work priorities, assign work, and review work records and on-the-job training documentation. Use the computerized work management system to ensure accurate documentation of planned and emergency work, including associated on-the-job training requirements
• Participate in regular strategic planning, multi-skilled worker training planning, and root cause analysis sessions with Plant Managers, Superintendents, Planner Schedulers, and other Work Coordinators
• Work with project managers, contractors, representatives, and engineers to ensure effective execution of projects and work assignments
• Assist in the hiring process, developing job descriptions, job analysis questionnaires and pre-employment interview questionnaires, and by conducting pre-employment interviews
• Provide technical leadership and training for the multi-skilled work force
• Supervise and monitor the performance of multi-skilled workers at various levels
• Assist in discipline of subordinate plant staff
• Assist in policy development
• Assist in the preparation of payroll records of plant staff
• Conduct educational tours and make presentations as requested for the public and schools
• May be asked to perform other duties as assigned

Position Type and Typical Hours of Work
• Exempt - Full-Time
• Non rotating 40-hour work week, Monday - Friday, 7:00 am - 4:00 pm; must be available to work additional hours as needed
• In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services.

Minimum Qualifications
• Bachelor's Degree (BA/ BS)
• Three (3) years of experience

Licenses and Certifications

Required
• Class B TCEQ Wastewater Operator License
• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Preferred
• Class A TCEQ Wastewater Operator License

Basis of Rating

A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview.
