Duties Description Under the direction of the Supervisor of Drilling Operations, a Drill Supervisor will perform the following:
• Provide assistance and expertise to Regional drill crews.
• Train Regional drill crews in proper and safe drilling techniques.
• Plan and direct drilling projects.
• Maintain a statewide drill tool inventory and process drill tool requests from Regional drill crews.
• Purchase replacement drill supplies.
• Assist in establishing standards for new drilling equipment.
• Inspect and approve drilling equipment used by drilling contractors.
• Provide technical support to drilling operations.
• Other duties, as required. This position requires frequent and independent statewide travel from a Main Office (Albany) base. Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:

Drill Supervisor:

Promotion: Candidate must have completed two years of satisfactory service as a Drill Rig Operator.

Open Competitive: Candidate must have six years of experience assisting in the operation of drilling equipment used for acquiring samples of rock, soil, and pavement, and measuring ground water as part of subsurface exploration for geotechnical engineering purposes, or four years of experience assisting in the operation of drilling equipment used for acquiring samples of rock, soil and pavement and measuring ground water as part of subsurface exploration for geotechnical engineering purposes, two years of which must have been as the primary operator of a drill rig, including supervision of a drill rig crew performing subsurface exploration for geotechnical engineering purposes.

For appointment to this position, appointees will be required to have and continuously maintain a Class A commercial Driver's License valid in New York State.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Additional Comments * For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The starting salary for this position is $72,136. This amount is comprised of the base salary of $63,136 with an additional geographic pay differential of $9,000, specific to this title and location. The maximum compensation for this position is $85,359. This amount is comprised of the standard job rate of $76,359 with an additional geographic pay differential of $9,000, specific to this title and location
