Job Overview

The incumbent supports NPR 8570.1 by providing direction, oversight analysis, management and control over Energy and Water Management activities.

Work Model: Onsite

Responsibilities

Essential Duties & Job Functions:
  • Supports NPR 8570.1 by providing direction, oversight analysis, management and control over Energy and Water Management activities.
  • Stays current on the energy related Executive Orders and the updates to the Energy Act to stay compliant.Monitors, collects, maintains, and analyzes all energy data.
  • Maintains monthly energy consumption, cost, EUI and billing.
  • Supports validation of monthly utility bills and meter readings.
  • Supports energy DRDs.
  • Responsible for updating SSC's Energy Maps in GIS.
  • Responds to NASA HQ's monthly, quarterly, and annual data calls.
  • Collects and inputs all data into NETS.
  • Inputs sitewide data into Energy Start Portfolio Manager as required.
  • Maintains and updates the sites SEU facility list.
  • Supports all requests from the NASA Energy Manager.
  • Sits in design reviews and supports all energy related projects implemented on site.
  • Ensures site standards are being met and 100% compliance.
  • Audits and provides level 2 energy audits to meet the mandatory federal and agency requirements of building auditing and supports external auditors.
  • Supports development of methods and process to ensure continuous improvement in EW performance.
  • Proposes energy recommendations and energy improvement projects.
  • Supports NASA's Energy and Environmental Program Audits from HQ.
  • Supports audits related to energy and/or water conservation such as the triennial HQ Environmental and Energy Functional Review (EEFR), third-party International Organization for Standard (ISO) Registrar, and Center internal audits. Provide support to NASA in preparations for & during internal & external audit.
  • Maintains ISO 50001 documents and manages program to ensure conformance.
  • Supports EMCS operations when implementing energy saving measures and protocols.
  • Educates and brings awareness to site personnel on energy saving measures and hosts a site wide Energy Day and Earth Day.
  • Updates/maintains energy website content.
  • Maintains required CEUs for certification.
  • Attends annual training to be educated on the upgrades in technology, policy changes and operational components of energy management.
  • Develops and maintain a comprehensive Energy and Water performance Plan in accordance with GA06-7.
  • Provides planning support to the SSC Sustainability Team and the MAF Energy Efficiency and Water Conservation Team
  • Serves in acting capacity in absence of the Energy Coordinator.
  • Performs other related work as assigned.

Job Requirements

Mandatory:
  • Eight (8) years of directly related experience in Energy Management and Water Conservation.
  • Certified Energy Manager (CEM) accredited by the Association of Energy Engineers (or equivalent) with minimum of five years' experience. (SSC requirement: five (5) years' experience as Association of Energy Engineers (AEE) Certified Energy Managers (CEM) or equivalent.)
  • Customer service and interpersonal skills.
  • Excellent verbal and written communication skills.
  • Valid Real ID state Driver's License with acceptable driving record pertinent to the position.
  • Ability to successfully pass any background checks and/or drug testing required on the contract.
  • U.S. Citizenship.
