Program Summary

Job Summary

The Senior Specialist, Property Management oversees the administration and compliance of Government/customer-owned property, ensuring alignment with regulatory requirements and contractual obligations. This role supports the Government Property Site Coordinator (GPSC) in maintaining accountability, coordinating audits, and driving continuous process improvements across departments and programs.

Roles and Responsibilities

• Provide strategic oversight for the administration and physical control of Government/customer property.
• Assist the Property Administrator/Manager with managing property coordinators/custodians, ensuring compliance with the Property Management System Plan (PMSP).
• Develop, implement, and maintain functional procedures and processes, clearly defining roles, responsibilities, and performance measurement tools.
• Establish and maintain comprehensive control records, ensuring accurate tracking of Government/customer property throughout its lifecycle under contract.
• Ensure appropriate storage facilities are established and maintained in accordance with the PMSP.
• Serve as a liaison between departments, organizations, and functional groups, facilitating effective coordination of property management matters.
• Conduct and support internal and external property reviews and audits, ensuring continuous compliance with industry standards and contractual obligations.
• Track the property book updates with appropriate rights in KBR's system of record, Cost-point and that they are audit ready.
• Maintains property accountability records in organized manner.
• Verify the validity of the data in the system of records for populated information with actual physical locations, and ensure reports are up to date as per contract requirements.
• Compiles the physical inventory of surplus or obsolete property for final disposition though USG online platform PIEE (Procurement Integrated Enterprise Environment).
• On regular basis, follows through with all KBR departments to ensure that disposition is carried out in strict accordance with Plant Clearance Officers direction and those of Army Property Book Office when applicable.

Basic Qualifications (Required Education, Experience, Skills, and Certifications)

• 8 years of relevant experience Comprehensive knowledge of Government/customer property management regulations and compliance requirements.
• Experience in asset management, audits.
• Proficiency in PIEE and Cost Point Strong analytical skills with demonstrated ability to implement corrective actions and process improvements.
• Exceptional communication and collaboration abilities, effectively working across departments and with external stakeholders.
• Fluency in Albanian and possessing an unrestricted right to work and reside in Kosovo.

Preferred Qualifications (Preferred Education, Experience, Skills, and Certifications)

• Experience working with Government property administrators and contract officials.
• Advanced knowledge of PIEE.
• Strong analytical skills with experience in risk assessments and corrective action implementation.
