Job Description
Acts as interface between Energy Supply and Energy Solutions on contract matters with transport customers. Manages the negotiation of contracts for transportation capacity, storage, meter station or tap facilities with pipelines or other third parties providing such services to ensure reliable gas supply to meet customer demand and support generation production at Company thermal resources. Participates in the resolution of conflicts between the company and other parties associated with the administration of pipeline contract and tariff provisions. Manages the Company's various import and export licenses and permits, along with filing compliance reports for gas crossing the border from Canada into United States with the United States Customs and Border Patrol. This job assists all areas within the department by supporting and performing highly complex and technical assignments. May be required to testify in rate cases and other regulatory proceedings. Manages the preparation, presentation and defense of the corporation's natural gas position in FERC and CER activities (orders issued, notices of filings, commission meetings, settlement conferences and hearings/meetings associated with pipeline or storage rate cases and/or certificate matters). Will work in a team environment with regulatory and gas supply employees on pipeline or supply issues. Provides backup as needed for gas traders.

Responsibilities

  • Ensures that the company's gas transportation practices provide for natural gas supplies that meet customer requirements for reliability, affordability, and flexibility.
  • Coordinate gas supply delivery and transportation by working closely with gas supply acquisition, gas scheduling and business development personnel in a work team environment to ensure optimal utilization of the company's gas pipeline capacity.
  • Negotiates gas transportation contracts and manages/plans use of storage facilities to optimize service to natural gas customers, and electric generation fuel needs.
  • Develops pipeline capacity and storage strategies for new or proposed natural gas resources and contracts that will provide reliable service at the lowest reasonable cost.
  • Effectively coordinates and communicates natural gas supply strategies and actions to affected areas (accounting, gas control, analysts, fuel planners, etc.). Provides expert testimony to regulatory commissions and courts of law as required.

  • Trains with gas traders to execute basic duties of day-ahead gas trading. Available to provide backup to trading desk in the event of an unplanned absence by a trader.

Requirements

  • Requires a Bachelor's degree in Engineering, Business, or related discipline
  • 5 or more years of natural gas scheduling, acquisition or related experience
  • Comprehensive knowledge of the natural gas commodity markets, contractual terms within natural gas supply contracts and tariff provisions of each of the pipelines utilized by the company
  • Broad knowledge of the company's planning, engineering, fuel supplies and operating practices and precedents, as well as knowledge of generation resources, load characteristics, and import/export capabilities
  • Requires comprehensive knowledge of the utility industry, economics, statistics, utility finance, natural gas futures trading, hedging of gas contracts, utility contract principles, negotiation techniques, and the use of personal computers for detailed modeling, analysis and data retention

Hybrid work options are available for this role. The successful candidate will be required to work at our Spokane, Washington headquarters at least 3 days per week including Mondays and Tuesdays with an additional day determined by the employee and manager.
