Program Summary
The Marine Corps' Maritime Prepositioning Force (MPF) and Marine Corps
Prepositioning Program has been operationally invaluable in supporting our Nation's interests across the world. This unique program provides the essential elements needed to support and execute crisis response, global reach, and forward presence. The Marine Corps' Prepositioning Program enables the rapid deployment of Marine Air Ground Task Forces (MAGTFs) and/or augment individual Marine units forward deployed. These forces are uniquely capable of strengthening alliances, securing strategic access, and defeating hostile adversaries. MPF is keystone in the Marine Corps' capability for setting the conditions for national security. The prepositioning of equipment and supplies to support MAGTFs from Marine Expeditionary Unit (MEU), Marine Expeditionary Brigade (MEB), to Marine Expeditionary Force (MEF) level employment, enables Marine forces to fulfil their role and responsibility as our Nation's force in readiness. Our prepositioning programs will continue to enable operations across the Joint Operational continuum - including shaping, deterrence, seizing the initiative, domination, stabilization, and enabling of civilian authorities. When combined with the forces and their equipment arriving in the fly-in echelon (FIE), prepositioning programs provide forward deployed equipment and supplies needed to sustain a MEB-sized MAGTF for 30 days of operations; thus reducing total strategic lift requirements.

The scope of this position is to oversee and implement comprehensive security management services for MCPP-PHIL's facilities. The Security Manager will be responsible for ensuring the safety and security of information, property, personnel, operations, and materials across three main areas: facilities security and access control, protective services, and emergency management services. The MCPP-PHIL Security Manager will report directly to the MCPP-PHIL Project Manager

Roles and Responsibilities
Facilities Security and Access Control:
- Oversee the entire security operation, including the development and implementation of site security guidelines and policies in accordance with DOD facilities security policies and the Interagency Security Committee Risk Management Process.
- Manage security personnel, including supervisors and staff, ensuring they are trained in safeguarding information, property, personnel, operations, and materials.
- Implement and maintain security systems, including surveillance cameras, alarm systems, access control systems, and secure communication devices.
- Conduct regular training sessions for security personnel on new security techniques and advancements.
- Provide quarterly briefings and progress reports on security projects and program reviews.
Protective Services:
- Lead the protective services team, coordinating with other departments to ensure the protection of personnel and property.
- Supervise security guards and supervisors, enforcing rules and regulations, controlling access, and performing protective duties.
- Develop and enforce administrative rules and regulations for parking, building access, and physical security controls.
- Ensure security guards are trained in protective duties, emergency response, and incident reporting.
- Oversee control desk operations to monitor alarm systems, CCTV, and communication networks.
Emergency Management Services:
- Oversee emergency preparedness and response plans, coordinating with external agencies to ensure compliance with regulations.
- Develop and implement emergency management standards, regulations, practices, and training.
- Conduct regular emergency response and preparedness training, exercises, and drills.
- Collaborate with other entities for prevention, protection, preparedness, response, recovery, and mitigation of crises and disasters.
- Assess and evaluate emergency management processes, plans, and procedures for compliance with directives and regulations.
Additional Responsibilities:
- Ensure compliance with U.S. Interagency Security Committee Risk Management Process requirements, National Infrastructure Protection Plan, and relevant directives, regulations, and policies.
- Engage stakeholders in programs to reduce the frequency, severity, and cost of disasters and impacts on critical infrastructure.
- Develop continuity plans to ensure the capability to continue essential functions during all hazards.
Basic Qualifications
- Bachelor's degree or equivalent level of training in Security Management, Criminal Justice, or a related field.
- Minimum of 5 years of experience in security management, preferably in a similar environment.
- Strong knowledge of DOD facilities security policies and the Interagency Security Committee Risk Management Process.
- Excellent leadership, communication, and organizational skills.
- Ability to work collaboratively with various stakeholders and external agencies.
- Proficiency in using security systems and technology.
- U.S. Citizen.
- U.S. Stateside Driver's License
- Active Department of Defense secret security clearance.
- U.S. Passport
- FBI Background investigation with no criminal, civil, or security violations.
- Must be able to obtain and maintain a Philippines Work Visa.
Preferred Qualifications
- Strong knowledge of DOD facilities security policies and the Interagency Security Committee Risk Management Process.
- Understanding of administrative rules and regulations for parking, building access, and physical security controls.
- Proficiency in using and maintaining security systems such as surveillance cameras, alarm systems, access control systems, and secure communication devices.
- Knowledge of incident management software and emergency communication systems.
- Familiarity with U.S. Interagency Security Committee Risk Management Process requirements, National Infrastructure Protection Plan, and relevant directives, regulations, and policies.
- Understanding of compliance and regulatory standards related to security and emergency management.
- Ability to develop and conduct training sessions for security personnel on new security techniques, emergency response, and incident reporting.
- Experience in organizing and conducting emergency preparedness drills and training sessions.
- Experience in engaging with stakeholders to reduce the impact of disasters and ensure continuity of operations.
- Knowledge of risk assessment and mitigation strategies.
- Understanding of Marine Corps policies, regulations, and orders.

- Working knowledge of anti-terrorism/force protection policies and procedures.
- Strong written and oral communication skills.
- Ability to comply with all established methods, quality standards, and time schedules applicable to this position.
