Job Summary:

KBR is seeking a Senior Program Analyst (COMSEC Custodian - OCONUS). In this role, you will provide critical program management, technical, or business analysis of major DoD acquisition systems and provides recommendations to support various aspects of FMS Programs and ensure program success.

Program Summary:

The F/A-18 and EA-18G Program Office (PMA-265) provides critical current and future capabilities in the form of total life cycle support management (cradle to grave) for the F/A-18A-D Hornet, F/A-18E/F Super Hornet and EA-18G Growler weapons systems.

PMA-265 is responsible for acquiring, delivering and sustaining the F/A-18 and EA-18G aircraft, ensuring mission success for U.S. Navy and Marine Corps aviators, as well as international partners to include Australia, Canada, Finland, Kuwait, Malaysia, Spain and Switzerland.

Role and Responsibilities:
  • Provides program analysis support for all aspects of the program. Participates as a member of and/or supports the overall Program and Integrated Product Teams (IPTs).
  • Collect, compile, organize, and interpret technical data and financial information relating to aircraft acquisition and product programs. Tracks program/project status and schedules.
  • Provides the following COMSEC services as their primary duties at Swiss Air Base, Dubendorf Switzerland.
  • Performs central receiving, temporary storage, and transfer services for DoD-provided COMSEC equipment, documents, keying and other materials; train Switzerland (SZ) national personnel in the proper custodianship, safeguarding and operation of DOD-provided COMSEC equipment and materials, including keying materials; and conduct periodic inventories and inspections of DOD-provided COMSEC equipment, documents, and materials, including keying materials as provided for in signed agreement.
  • Reports to EUCOM/J6 for coordination and instructions on all issues concerning COMSEC equipment, keys/key-mat, and associated programs released to Switzerland.

Additional COMSEC duties:
  • Protects COMSEC material and limit access to individuals with valid need-to-know and clearance, if applicable.
  • Keep informed of any new requirements or modifications to existing requirements to be serviced by the COMSEC account.
  • Receive, receipt for, and ensures the safeguarding and accounting of all COMSEC material issued to the COMSEC account, and when applicable, produced within the element.
  • Maintains COMSEC accounting and related records as outlined in NAG-14, NSTISSI 4000 series instructions, or the applicable service regulations.
  • Conducts an inventory semiannually by physically sighting all COMSEC material charged to the account and reconcile this inventory with the Central Office of Record. The conduct of an inventory may also be directed by the Central Office of Record or other competent authorities. An inventory will also be completed upon appointment of a new COMSEC Manager. All the above inventories will be conducted as outlined in NAG-14, NSTISSI 4000 series instructions, or the applicable service regulations.
  • Performs routine destruction of COMSEC material when required, or effect other disposition of material as directed by the Central Office of Record or Controlling Authority.
  • Submits transfer, destruction, and possession reports when required to the appropriate US government and/or DOD office.
  • Ensures the integrity of COMSEC material (i.e., key or equipment); inspect the implemented protective technologies upon initial receipt, during each inventory and prior to each use. Ensures the prompt and accurate entry of all amendments to COMSEC publications held by the account.
  • Verifies the identification, clearance and need-to-know of any individual requesting access to the records and/or material associated with the COMSEC account.
  • Trains SZ national personnel in the proper custodianship, safeguarding and operation of DOD provided COMSEC equipment, keying, and other materials, to include installation of equipment, loading and zeroing equipment, troubleshooting (when necessary), and emergency destruction procedures, to satisfy requirements for secure interoperability.
  • Maintain and operate a Secret Internet Protocol Router Network (SIPRNet) or other USG approved classified Network.

Basic Qualifications:
  • BA/BS degree plus at least 10 years of experience in program management, technical or business analysis discipline, related to weapon systems acquisition and LCM.
  • Provides recommendations for tailoring, optimizing and establishing logistics element requirements in support of aircraft, weapon systems, training, or SE programs.
  • Provides recommendations for changes to site support including maintenance planning, phased support, manpower and personnel requirements, initial provisioning and material support, support equipment, training and training devices, technical data packaging, handling, storage and transportation, and facilities.
  • Must have an active Secret or Top-Secret Clearance.
  • Hands on experience with F-18 COMSEC on and off aircraft.

Preferred Skills/Experience:
  • Familiarity with other systems and platforms that use similar equipment to the F-18 is required (e.g. F-35 Avionics, or the Patriot Missile System Platform).
  • COMSEC custodians must meet the minimum qualifications/training requirements outlined in NSA/CSS POLICY MANUAL 3-16 and CNSSI No. 4005.
  • A minimum of six (6) years out of 10 years of recent work experience related to analysis and planning to include specific knowledge of FMS and Defense Security Assistance Programs is preferred.
  • Familiarity with SECNAV, OPNAV, and OSD forms related to PPBS, Military Interdepartmental Procurement Requests, Work Requests, Requisitions, Contract Data Requirements List, and DD254 are required. Demonstrated experience in the program/project status, earned value management and schedules is preferred.
  • The ability to accept a minimum commitment of 5 years in-country tour.
