Senior Strategic Analyst - Nuclear Emergency Planning
Location: Pearl Harbor, HI (Remote work considered for exceptionally qualified candidates)
Pay Rate: $50.00 - $65.00 per hour
Schedule: Part-time (25-30 hours per week)

Zimmerman Associates, Inc. (ZAI) is seeking an experienced Senior Strategic Analyst to support Nuclear Emergency Planning (EP) efforts for Pacific Fleet (PACFLT) organizations. This part-time position offers the opportunity to contribute to high-level initiatives that strengthen emergency preparedness within the Naval Nuclear Propulsion Program (NNPP) and enhance support for AUKUS-related strategies.
Key Responsibilities:

• Lead the development, rollout, and support of NNPP Emergency Planning project initiatives across PACFLT EP organizations.
• Provide subject matter expertise on the integration and implementation of AUKUS policies, processes, and program development.
• Conduct U.S. emergency preparedness research to inform and enhance EP strategies.
• Assist the PACFLT EP Director in designing, implementing, and monitoring organizational improvement plans.
• Contribute to corporate-level NNPP development projects.
• Occasional domestic and international travel may be required to support PACFLT EP efforts.

Qualifications & Requirements:

• Extensive experience in NNPP emergency planning within Naval Shipyards and/or Fleet environments.
• Direct experience working with the AUKUS Program.
• Must be eligible for and able to maintain a SECRET Security Clearance and access to Naval Nuclear Propulsion Information (NNPI).
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
• Strong interpersonal skills with the ability to collaborate across multiple stakeholders.
• High level of professional discretion, judgment, and problem-solving capabilities.
