Description
The person filling this position is responsible for efficient and effective administration, operation, and maintenance of the city's wastewater treatment facility, thereby ensuring compliance with water quality standards set forth by State and Federal regulations. The position will assist the Public Works Director with plans and procedures to ensure effective plant operation, and make recommendations for major equipment and material purchases, plant processes, and improvements.
Responsible for and exercises direct authority over the city's wastewater treatment facility functions, operation of, and personnel in accordance with approved policies and procedures. Inspects treatment facility regularly, analyzes and evaluates operational effectiveness, identifies maintenance opportunities, initiates, and makes recommendations for new assets, and improved best practices. Does other related duties, as necessary.
Operates, repairs, and maintains specialized equipment and instruments used in the sampling, analysis, and processing of wastewater, including but not limited to lab equipment, samplers, pumps, and other conveyance equipment. Inspects, monitors, and adjusts plant process equipment and instruments; performs preventive maintenance and minor repairs; may assist with major repairs, modifications, and installation and start-up of a variety of process equipment.
This supervisory position is required to be available for on-call for plant callouts and emergencies as necessary to support and oversee on-call staff.
This is a supervisory position. Individuals in this classification are responsible for supervising three or more assigned staff daily, which includes scheduling and assigning work; mentoring, coaching, and training; developing work plans and reviewing work for completion; evaluating performance and providing necessary feedback to staff; setting work standards; counseling staff and recommending disciplinary action; responding to grievances; and supporting the Public Works Director on recommendations for hiring and termination.

  1. Plans, organizes, assigns, directs, and reviews the work of employees engaged in the operation and maintenance of the wastewater treatment plant.
  2. Oversees operation of the plant to meet all applicable regulatory requirements and in accordance with design criteria. Develops and implements techniques and methods of process control which increase plant efficiency.
  3. Oversees preparation of monthly, quarterly, and annual reports to regulatory agencies.
  4. Oversees scheduled contract work on plant components.
  5. Communicates with Public Works Director on plant operational problems.
  6. Oversees the preventive maintenance and asset management programs of the plant.
  7. Oversees emergency and unscheduled work to assure appropriate follow through.
  8. Prepares reports for submission to the Public Works Director.
  9. Implements, directs, and enforces plant safety and risk management programs.
  10. Coordinates equipment repair or replacement of plant equipment as needed.
  11. Reviews and comments on all plans for construction, repair, or replacement of any plant components.
  12. Develops preventive maintenance program to extend the plant equipment usefulness.
  13. Oversees training activities.
  14. Assists Public Works Director on all personnel issues including hiring, evaluating, disciplining, and terminating.
  15. Assists the Public Works Director in preparation of budget by providing input relative to plant O&M fiscal needs.

  1. In the performance of job duties, the employee is frequently required to walk, sit, talk, and hear. The employee is occasionally required to use hands to finger, handle, feel, and operate objects, tools, or controls; and reach with hands and arms.   2. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, risk of electrical shock, and vibration.
  3. Hand-eye coordination is necessary to operate computers and various pieces of office equipment. Specific vision abilities required by this job include close, distance, color and peripheral vision; depth perception; and the ability to adjust focus.
  4. The employee must occasionally lift and/or move up to 50 pounds.
  5. Manual dexterity and coordination are required to perform the work. This is used while operating equipment such as computer keyboards; calculator; and telephones.
  6. In the performance of the job duties, the employee will occasionally work in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions, or airborne particles.
  7. Very frequently, 80% of the workday is spent working in sewage and sewage holding facilities, tight restriction spaces with electrical and mechanical systems, loud noise levels, associated process chemicals such as chlorine and polymers, fumes and gases, and varying weather conditions.
  8. This position may be required to work evenings and weekends.

  12. Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  13. Ability to write reports, business correspondence, and procedure manuals.
  14. Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  15. Ability to compute rate, ratio, and percent and interpret graphs.
  16. Evaluate operational data and information and effect necessary process control changes using a variety of manual and automation control systems.
  17. Read and write a variety of documents, including correspondence, proposals, and other persuasive and informative materials.

Required Knowledge and Skills

In the performance of job duties, the employee will use a personal computer and various software programs; motor vehicle; calculator; digital camera and/or video recorder; portable radio; phone; copy and fax machines; and other related tools and equipment.

General knowledge of equipment, facilities, materials, and procedures related to the operation and maintenance of a conventional wastewater treatment plant, and procedures and regulations pertaining to the workplace safety, confined space work, and working in hazardous and potentially hazardous location. General knowledge of how to evaluate and troubleshoot mechanical components to determine existing operating conditions, standard practices, materials, and modern methods used in the safe repair and maintenance of wastewater equipment, repairing pumps and all treatment facilities equipment, OSHA industrial required safety procedures.License and Certificate

Oregon Driver's License with good driving record required for use of City vehicle.
Possession of Wastewater Treatment Operator Level 3 certification required, with the ability to obtain a Wastewater Treatment Operator Level 4 certification within 24 months of hire.
Experience and Education

High school diploma or general education degree (GED) or higher; associate degree in water/wastewater technology, engineering, or a closely related field preferred; six years of related work experience, with 1 year in a lead position, or any equivalent combination of education, experience, and training which demonstrates the required knowledge, skills, and abilities; Or an equivalent combination of education and experience as deemed acceptable by hiring manager.

MissionSquare RetirementThe City participates in a 401(a) defined contribution plan. There is no waiting period and City contributions begin immediately upon hire. The City contributes 15.7% of monthly wages on behalf of the employee.
Deferred CompensationEmployees are eligible to make pre-tax contributions to a 457 deferred compensation plan. There is no City contribution to the 457 plan.

Sick LeaveEmployees accrue 8 hours of sick leave (pro-rated for part-time) per pay period month.
VacationFollowing 6 months of service, employees are eligible to use accumulated vacation hours. Vacation accruals per pay period month start at 8 hours per month and increase with years of service (pro-rated for part-time).
HolidaysNine (9) paid holidays are included. Additionally, two "personal holidays" or floating holidays are available annually.
